2 FP7 IT services Main guiding principles The primary objective: Offer as many on-line services as possible to organizations and individuals involved/interested in FP7: –Single entry point, single sign-in: The Participants Portal –Towards a full electronic paper-less interaction Progress has been made but still legal constraints exists requiring original signatures in some cases. In absence the infrastructure supporting the full qualified electronic signature workarounds are being considered. –In parallel there is work on-going on the interoperability of national systems. –Transparency: Organizations and individuals should have free access to their data, organization and projects related, and to the status of any request/transaction being processed by the Commission. –Business transformation The use of advanced IT solutions has an immediate effect on quality and efficiency but it also brings opportunities for simplification and streamlining of procedures

3 FP7 IT services Existing services: Overview & evolution 2007 –Electronic submission of proposals (Based on FP6 system) 2008 –On-line support for the registration of legal entities Unique Registration Facility (URF) –On-line support for Negotiations & Amendments (GPF) and submission of periodic reports, including cost statements Not fully electronic as originals signed are still required Direct access to NEF server, secured by access keys –Participants Portal goes live with the integration of the URF Implementation of ECAS as identification system. 2009 –Access to project management services (negotiations, amendments, payments) thorough the Participant Portal. 2010 –Introduction of “roles” in the Portal. (admin, financial, scientific) The coordinator can manage the access of the consortium members A beneficiary can manage the rights of the staff in his organization.

4 FP7 IT services What’s next ? 2010 –Administrative & financial services for experts Experts (evaluators or reviewers) will have the possibility to submit the reimbursement claims electronically. Progressive phase-in (home bank approach) 2010 –Submission of project deliverables –Full access to project data from participants. –eNotification service to alert participants about actions to take or taken by the Commission 2011 –Additional services supporting project management Report on patents, scientific publications, socio-economic data, Access to the status of transactions (Where is my payment ?) Improve dissemination of results by automatic publication of project results Enable the full electronic submission of periodic reports –Workaround in absence of full qualified electronic signature: ECAS + eReceipt –New system for Electronic Proposal Submission. Access through the Participants Portal Upgraded technology, better performance, new features

Project related actions (INFSO only) –1,250 projects negotiated 12,000 individual participations –800 periodic reports submitted 9,000 individual Form C.
