10  Conflicts will be better resolved as the funding will come from one budget. As such one event harming another will not be accepted.  Facility planning will better take into account the needs of all groups.  Staffing and distribution of funding decisions can be done on a more equitable basis.  Stable fair funding source for all organizations.

11  City council and outside agencies will have a consistent point of contact.  Audiences can be better served by all agencies.  Better collaboration on the sharing of staff and resources.  Consistent messaging on bonding and capital requests.  Community based metrics can be applied.

12 1. City Council requests that staff receive report and additional comments from the Council. 2. Accept Council recommendations or provide alternative plan to address issues. 3. Report back to the City Council at Committee of the Whole on April 11, 2011. 4. Implement for the 2012 budget cycle.
