1 PBRL 450 PR PLAN- SMOKING BAN By Rebecca Ayers, William Haynes, Brittany Holt

2 Situation Non-smokers vs. smokers and the effects of smoking in public Do smokers have a right to smoke freely where they please? Do non-smokers have a right to be concerned for their health in the presence of a smoker?

3 Objectives Recognize the rights of smokers that is comparable to the rights of non-smokers Develop a plan that is satisfactory to both sides Present a plan to bring these sides to a compromise that satisfies both smokers and non-smokers and facilitates a review of the Law Advocate the recognition of smokers to evolve to a protected class with rights comparable to non-smokers

4 Target Audience The voting smoker and non-smoker State legislators Business owners Potential voters of both audiences smoker and non

5 To encourage delineated areas designated for smokers Advocate ventilation systems to accommodate smokers Emphasize the attempts to accommodate non-smokers Utilize statistical data to use as leverage for political representatives Utilize mass media to communicate messages to large varied audiences Adopt an evaluation schedule to assess the needs of the campaign and determine whether the campaign is deploying efficiently

6 Tactics Each building will have a separate location for smokers which will be paid for using the taxes on tobacco products Utilize communication methods to disseminate messages via social networking that are tailored for varied audiences. For example: the 21 year old smoker versus the 65 year old non smokers. Provide our audiences statistical data that is correlative to the pros of eliminating the smoking ban

7 Calendar We anticipate to deploy a twelve (12) month campaigning commencing at the beginning of the year It is our hope that the construction, if needed, will begin January 1 st

8 Budget Taxes will be used to pay for the new isolation rooms Designate funds for research purposes Seek sponsors and campaign allies to aid in cost savings Allocate funds for social media marketing tool Construction is costly but will be rewarding for both parties in the long run

10 History Ohio Department of Health – Estimates 280,000 public places that are covered by the ban Ohio became the 12 th state to protect all workers and the public from exposure to secondhand smoke in workplaces and public places Nationwide: Earliest public smoking bans documented as early as the 90’s As of 2007, there were only 27 states with public smoking bans

11 Based on the large and varied audiences, a variety of social media trends will be used. These include: Facebook Twitter Online blogs YouTube!

12 Legal Issues Pros Economic savings from the reduction of of health care costs Reduced of second-hand smoke exposure Economic savings of cigarette costs to the State Environmental harms (Air pollutants) Cons Adverse health effects of tobacco usage Infringes on the freedom to behave as an individual so chooses (smokers) Adversely impacts businesses; particularly restaurants and bars

13 The Ohio Law: Chapter 3794: SMOKING BAN “"Smoking" means inhaling, exhaling, burning, or carrying any lighted cigar, cigarette, pipe, or other lighted smoking device for burning Public Place is defined as a place that is not a public residence “A person shall refuse to immediately discontinue smoking in a public place, place of employment, or establishment, facility or outdoor area declared nonsmoking”
