2 2 | 3GPP2 TSG-S | 11 May 2009 | Version 1.0 2 Introduction The 3GPP2 vision for the time frame 2009 and beyond is detailed in SC.R5003-0 Version 1.0, “3GPP2 Vision for 2009 and Beyond”, published 2 April 2009. SC.R5003-0 describes: New and enhanced services and applications Network and user equipment capabilities that meet the new and enhanced services and applications Candidate radio technologies and networks on which such capabilities are desired Roadmap(s) and time-lines of the new services and applications. The key element of the 3GPP2 vision is to provide connectivity and support for access to open Internet services and applications. The content of SC.R5003-0 aligns with the views expressed at the 3GPP2 Future Directions and IMT Advanced Workshop held in Osaka, Japan in May 2008. Ongoing updates to related specifications are not included in SC.R5003-0.

3 3 | 3GPP2 TSG-S | 11 May 2009 | Version 1.0 3 High Level Vision 3GPP2 will strive to develop specifications that deliver the best voice and data communication services as measured by performance, network and air interface efficiency, and complexity. The vision for 3GPP2 in the 3-5 year period from 2009 and beyond is: 1.Enable highly efficient wireless communication technologies of the cdma2000® family by evolving the technologies to maximize use of existing deployments of cdma2000-1X and HRPD; 2.Deliver with cdma2000 1x-Enhanced the highest voice capacity per MHz of spectrum among any known systems, with the goal of more than tripling that capacity relative to the currently deployed cdma2000-1X; 3.Deliver with HRPD- Enhanced the most spectrally efficient wide area wireless mobile packet data system; 4.Position 1X- Enhanced and HRPD-Enhanced as critical long-term components of evolving wireless technology platforms worldwide. These goals are consistent with the often-expressed vision of operators, including CDG (www.cdg.org) and NGMN Alliance (www.ngmn.org).www.cdg.orgwww.ngmn.org – Annex 1 codifies the CDG “Operator Priorities for cdma2000 1x and HRPD Enhancements”. NGMN Alliance is an international group of operators that states “… existing systems, including planned enhancements such as HSPA and HRPD Rev. A […] are expected to keep [these] platforms competitive for some time to come.”

4 4 | 3GPP2 TSG-S | 11 May 2009 | Version 1.0 4 Trends and Directions (1 of 2) Subscriber penetration still growing in developing markets as affordability improves – Wireless offers fast/efficient comm. infrastructure deployment In developed markets voice minutes of use and data service variety and volumes are increasing (plans with unlimited voice/data use becoming common) Competition is a factor at both high end (e.g. lap-tops, net-books with wireless) and low end terminal devices (e.g. OMH) Device capabilities and service variety improve: multimedia, HMI, display, camera, location, other sensing – causing Wireless Internet explosive growth Traditional capacity increase is ever more challenging – Cell site acquisition difficult in many communities – Complexities with power, backhaul, etc.

5 5 | 3GPP2 TSG-S | 11 May 2009 | Version 1.0 5 Trends and Directions (2 of 2) Global wireless industry increasingly cooperating in standardization, technology, operations aspects – Large wireless eco-system is needed to move industry forward Wireless Internet is the underlying technology building block Fixed-Mobile Convergence (FMC) increasingly a factor in further broadening the eco-system – Advent of femto cell systems typify this trend 3GPP2 specifications must be in alignment with these trends emphasizing: – Voice capacity improvements – Data transmission efficiency – Network capacity, robustness and resilience – Femto cell systems – Efficient network management and self-organization (SON)

6 6 | 3GPP2 TSG-S | 11 May 2009 | Version 1.0 6 Services, Applications, Network Enablers Service Vision – Connectivity on-the-go for variety of applications: Commerce, Health, Safety, Emergency Management, Entertainment, Education, Location, … – Emergence of web-based applications and Web-2.0 – HRPD and cdma2000-1x becoming increasingly embedded in laptops palm-tops, net-books, and special function devices (e.g. readers) – Devices capable of web browser, multimedia, and good user interface, can support a variety of applications without customization – Applications evolve rapidly on the web, can be classified in a variety of ways, and have increasing relevant to every-day activity Service Requirements/Characteristics – High-speed, Low Latency – Context Awareness and Adaptation – Seamless Service Continuity – Interworking and Convergence, Always-Best Connection – Personalization

Multimode System Selection will allow users to access service, depending on geographic conditions and home operator priorities. Lowering power consumption and extending battery life are required to maximize the user experience as new device technologies and services are introduced. Inter-Technology interworking allows operators greater flexibility in their migration plans, including consideration of – Multi-mode system selection – Roaming and network support for mutlimode terminals – Network and subscription policy issues – Security aspects
