Current Method “A” of Measurement of Pass By Noise [IS 3028: 1998] The maximum sound pressure levels in dB(A) shall be measured between AA’ & BB’ Position of the microphone at a distance of 7.5m from the reference line CC’ & ht of 1.2m The approach speed shall be lower of the following two speeds : 50kmph or ¾ th of the Engine Max Speed

New Method “B” of Measurement of Pass By Noise [R 51.03] The New Method B is developed under the umbrella of UNECE & based on ISO 362 : 2007 Method B is designed in such a way that - it represents normal urban driving conditions. - it addresses the most important noise sources of a vehicle during urban driving,

Vehicle Reference Point- different in New Method B for different vehicles. In current Method “A” – only front & rear most borders of the vehicles are observed to pass AA and BB lines respectively.

Difficulties with Testing of Low Powered Pick-ups by the new Method B : Vehicles of low power / PMR have poor acceleration and hence their noise during urban driving conditions is not influenced by constant speed running of the vehicle. Neither the target-acceleration of the vehicle has any relation with its Pass By Noise in city highways of India.

Following Revision is needed in R51 in order to alignment of IS 3028 with ECE. Inclusion of a clause for Testing as per Method B in of Annex 10: Vehicles belonging to M1 and N1 category, but with PMR [< 25] and [Power < 40 kW] need be tested as per those conditions specified for M2> 3500 kg and N2 category vehicles (as per of Annex 10) :

GRB 60th Session : R51-03 discussion: GRB continued the discussion on draft 03 series of amendments to UN Regulation No. 51 thru Working Doc ECE/TRANS/WP29/GRB/2014/05 on the basis of the outcome of the meetings of the Informal working group experts. The working document has been voted by GRB members in favour of adoption for the proposed noise limits and testing methodology as per ECE-R51-03, which will be presented in the WP-29 March 2015 session. The proposed date of implementation is July 2016. The Following are the key points : The sound limits for Vehicle category M & N for Phase 1, Phase 2 & Phase 3 has been proposed. However, for Phase -3, EC will carry out survey to monitor the sound limits to arrive at applicable limits by 2020 Noise limit values has been included in R in 3 stages & mathematically rounded to nearest integer value. Special consideration for category N1 having mass of less than equal to 2.5T, engine capacity not exceeding 660cc, PMR<35, d-value less than 1100mm, to comply to the noise limits of category N1 with mass above 2.5T was accepted and adopted in the working document. The GRB chair informed that necessary corrections in the working document will be submitted as an Informal document in the 61st session planned from 27th ~29th Jan 2015

iGRB has sent following comments to BIS / TED 4 about ambiguities in various clauses of new Method B

India position : Change proposed through BIS for update in test procedure for N1 low power (<25Kw). In order to present India perspective in the global context, it has been proposed to collect all vehicle noise data as per current IS-3028 and the new regulation Method-B from all OEMs through SIAM. A following format has been made and circulated to SIAM.

Revision of IS 3028: 1998 – Discussion under TED 4 committee Committee requested the panel convener to prepare a draft amendment to IS 3028 restricting the scope for all vehicles excluding two wheelers. Existing IS 3028:1998 covers the scope of all motor vehicles. Since the revised IS 3028:1998 is under alignment with ECE R The Scope of R51.03 applies to vehicles of category M & N with regard to noise. It does not cover the scope of L2 category vehicles (Two Wheelers). Committee agreed to the proposal to prepare the separate standard for L2 Category Vehicles(Two Wheelers) based on ECE R 41.
