Consuming less, but better! Why & how pushing the energy distributors to assist their customers using energy more efficiently? Eng. Bernard CORNUT Environment & Energy Efficiency Expert Fransız İkili İşbirliği -Çevre ve Orman Bakanlığı 3rd International Natural Gas Symposium INGAS - Istanbul 9-10 June 2009

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 2 Overview: repairing past mistakes & preparing the future New trends in Europe: less energy & CO2 Turkey’s context: networks, prices, EE law Building standard TS825, design & climate EU Project at SIVAS with Paris & Istanbul Financing rehabilitation, data sharing issue Recommendations to legislator & regulator Acknowledgements & sources. Q/A

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 3 New trends in Europe: legislation & action plans for less energy & CO2 16/02/2005: Kyoto Protocol comes into force 06/05 EU Green Paper «Doing more with less» 04/06 Energy Efficiency & Energy Services Directive voted by Council & Parliament (Art13-2 informing consumers…) 10/06: Energy Efficiency Action Plan 2007-12 2007-2008: Oil price up to 148$/b, gas follows 07/2007: in France, Energy + Building + Transport +Physical Planning sectors under a strong Ministry for Environment EU Energy & Climate Package 2020: 20% less GHG (30% if other join...), 20% more efficiency, 20% share of renewables! 12/09: Copenhagen COP15 searching for a global post 2012 agreement.

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 4 Turkey’s context (1/2): networks, prices... Gas networks still extending Gas consumption grows Main Uses for power & heating, not combined! Consumer Gas Prices increased strongly, 2008. Prices of electricity still under “political” control Privatization of some major gas & all electricity distribution networks foreseen

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 5 Turkey’s context (2/2): Energy Efficiency policy emerging… Energy Efficiency Law n° 5627, adopted 18/04/2007 Regulations by DG EIE, autumn 2008, early 2009 Training sessions proposed for industry & buildings. ESCOs expected to be agreed… Voluntary agreements possible for large users >500 tep/y But limited incentive budgets due to financial crisis ÖTV & KDV taxes on energy products still a major source of the national budget (not only in Turkey!)

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 6 Heating the building stock : increasing costs & huge saving potential Increasing energy prices (gas & electricity) Need for activities & jobs TS825 not affecting existing buildings stock Adapting double glazing windows not enough! Too rare Demo Projects at Erzurum & Ankara proved 60% energy saving by rehabilitation Complex decision, little awareness, rare monitoring, few public efforts yet!

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 7 From an idea to a large market of rehabilitation works: required steps Surveys: monitoring gas consumption, kWh/year per m2 / degree*days in GIS Pilot EU project at Sivas with Paris + Istanbul, methods under development & test. Classification of Buildings & Blocks Cost evaluation, tools & feasibility studies Awareness, assistance to audit & decision making Quality chart, ToR, performance contracting Financing for a whole building, not only few flats! See: 1 st National EE Forum, Istanbul, Jan. 2009 or 2 nd Energy Efficiency Congress, Kocaeli, April 09

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 8 A key legal & practical issue : data sharing with energy distributors Promoting EE to consumers is not a natural move of energy distributors! EU EE&ES directive says “ energy distributors…must inform the consumers about their consumption to enable them to compare it “for the same period with the previous year” and “whenever possible and useful,…, with an average normalised or benchmarked user of energy in the same user category”. Turkish EE law (Art.6) requires the energy distributor to provide the information on consumption of the past year, on a monthly basis, in internet environment.

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 9 Why & what data are needed? Rehabilitation Market actors need visibility  maps of the saving potential & priorities, ToR, guaranteed results A powerful indicator is the “specific consumption” kWh/m2 per year and/or per degree*days. Only few field checks needed (water heating & cooking uses). m2 data per building & dwelling are part of the building & occupancy permits issued by Municipality, nowadays processed in GIS in many cases. Orientation, shadow… Meteorology publishes “degree*days” at 130 stations. “www.dmi.gov.tr/veridegerlendirme/gun-derece.aspx” What about gas consumption data?

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 10 Degree*days for heating & cooling available since 2006 on Meteorology web www.dmi.gov.tr/veridegerlendirme/gun-derece.aspx

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 11 Many municipalities have their GIS system, with building permits database

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 12 What about gas consumption data? Gas consumption data are available per subscriber, per period (# month) within the gas distributor databank. Gas Distributor usually has a GIS system with reference of building & dwelling. Consumption data: secret business asset ? or a must for the environmental policy of the local community/municipality?

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 13 Conclusions & Recommendations to the Legislator & Regulator (1/2) In accession process, Turkey gradually harmonizes energy legislation with EU Rehabilitation saves hard currency, uses local materials, develops local jobs… Municipalities should take initiatives, get all data, inform and mobilise stakeholders & households. Involvement of gas distributors may consolidate their relation with consumers. Certified Emissions Reductions will bring advantages as economic value & positive image

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 14 Recommendations to the Legislator & Regulator, for sustainability (2/2) Amending the Energy Efficiency law, for a clear transposition of EE & ESD, including: A clear obligation, in cooperation with Municipalities, to inform the consumer through specific adequate "indicators” Improving the Terms of Reference of EMRA Tenders: new binding clauses on data sharing Taking care of sustainability in the privatisation of energy networks by ÖIB: inserting new clauses requiring quantitative & verifiable targets of sustainability, facilitating EE on demand side with customers.

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 15 Thanks to Co-financers, Partners & Associates in Civil Society Dialogue EU-Project at SIVAS for: Monitoring Gas Consumption Data for Thermal- Rehabilitation of Residential Buildings

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 16 Teşekkürler to the teams in Sivas, Istanbul, Paris, Ankara: a vision for local sustainable development, replicable bernard.cornut@ademe.fr bernardcornut@cevreorman.gov.tr bernard.cornut@ademe.frbernardcornut@cevreorman.gov.tr
