3 Bromley Learning Disability Partnership Board What is the report about? The report is about health and social services given to 6 people. These 6 people died while they were in health or social care services Mencap wrote a report called ‘Death by Indifference’ in 2007 which said that these 6 people should not have died.

4 Bromley Learning Disability Partnership Board Mencap said that services had discriminated against these 6 people because they had a learning disability. Mencap asked the Health Service and Local Government Ombudsman to look in to the complaints

5 Bromley Learning Disability Partnership Board What is an Ombudsman? The Ombudsman has the power to look into complaints people make about services. The Ombudsmen get involved if people are not happy with the way organisations deal with their complaints.

6 Bromley Learning Disability Partnership Board What is in the report? The report shows what can go wrong when organisations are not able to meet each person’s needs. The Ombudsmen are keen to make sure that complaints are used to make services better in the future.

7 Bromley Learning Disability Partnership Board The Ombudsmen found that organisations need to make some really big changes to the way they see people with learning disabilities and the way they work. The Ombudsmen has come up with some guidelines on how organisations can work well and deal with complaints

9 Bromley Learning Disability Partnership Board What happens now? The ombudsmen have written some recommendations and think that organisations need to do the following things

10 Bromley Learning Disability Partnership Board 1.All NHS and social care organisations in England must look at: –How well they can meet the different needs of people with learning disabilities –How they can give the right care to people with learning disabilities

11 Bromley Learning Disability Partnership Board 2.Organisations which check health and social care services should take a look at how well their rules work for people with learning disabilities.

12 Bromley Learning Disability Partnership Board 3.The Department of Health should keep an eye on how well these ideas are working and help organisations to do these things.

13 Bromley Learning Disability Partnership Board What have we done locally in response to this report? Discussed the report with staff Developed a Plan to help make things better. Carried out our own review of the care of people who had died whilst living in residential services. Completed a Health Needs Assessment for people with learning disabilities Completed the annual Health Self Assessment
