4 Intro to MTP and Quick wins MTP an evidence based government programme working with policy makers, manufacturers and other stakeholders to encourage design of better products using less resources Quick Wins (QWs) are 27 government sustainable procurement specifications announced in 2003. Further QWs are soon to be announced. 5 How are the items for procurement specifications picked? Where there is evidence Government procurement and other policy priorities e.g. SPTF priorities Feedback from consultees and other stakeholders

6 What does “sustainability” mean at the moment? Concentration is currently focussed on reducing the use of energy and water and waste arisings

7 Setting levels for specifications The clearest published policy guidance can be found in the Energy Review: “Set and periodically raise ambitious energy efficiency standards for Government procurement of goods and services, adopting global best procurement standards for energy use wherever cost-effective ; Extend, publish and maintain a list of forward-looking Government sustainable product standards (currently the ‘Quick Wins’ and other procurement guidance) to encourage market innovation and stimulate competition amongst suppliers to bring forward improved buildings, goods and services that are good value for money; and Establish a clear framework of accountability and capacity to deliver within Government sustainable procurement.”

8 Impacts for the supply chain Potential to carbon footprint each of the QW products for all supply chain stages to ensure largest impacts are covered and avoid miss-targeting Potential to signal indicative QW specification changes some years in advance
