2 The Childcare Act (2006) “ An English local authority must secure, so far as is reasonably practicable, that the provision of childcare (whether or not by them) is sufficient to meet the requirements of parents in their area who require childcare in order to enable them— (a) to take up, or remain in, work, or (b) to undertake education or training which could reasonably be expected to assist them to obtain work.”

4 Methodology: Childcare Supply - Trafford Children’s Information Service data - Telephone survey of provision (58% sample) Childcare Demand - Survey of parents (910 parents) - Face to face consultation (153 interviews) - Consultation with employers Local Context - Range of socio-economic data

5 Local Context Declining child population despite recent birth spike Migration and housing developments are not likely to lead to major population changes Migrants and BME population concentrated in the north Trafford family structures are very ‘average’ More working families – more working women Wages higher than average High job density Negative social & economic indicators localised

7 Early Years Education Supply 92% of Trafford 3 and 4 year olds in early education Plenty of supply across maintained, voluntary and private sector Satisfaction amongst parents is high who value choice and quality but would like more flexibility

8 Childcare Supply Very high rates of existing childcare provision Choice in most areas Childcare available widely for all age ranges up to 11 years of age Disabled children taking up places in mainstream provision Early Years Childcare more expensive – Later Years Childcare cheaper More expensive for lone parents

10 Childcare Demand Occupancy over 75% Majority of providers report increasing demand 65% of all parents use formal childcare – mostly part- time Most are satisfied with quality and accessibility but less are happy with the cost Parents of disabled children want respite care, better information and higher quality inclusive services Parents need support moving from benefits into work Services for 11 to 14 yr olds

12 Recommendations Flexible Early Years Education Meet unmet demand for Early Years Childcare in a small number of areas Ensure all primary schools have access to Later Years Childcare (before and after school) Gaps in services catering for 11 to 14 year olds and older disabled children Multi-agency approach to inform and support hard-to-reach parents LA needs to focus resources on sustaining quality provision and supporting new market-led provision that fills gaps Where markets do not function, intervention through Children’s Centres and Extended Schools is required
