Green Investment Schemes: Maximizing their benefits for climate and society Diana Urge-Vorsatz 24th. April.2008

Climate Strategies: GISs: Maximizing their benefits for climate and society  Project aim:  to provide recommendations that maximise the benefits of GIS  to draw lessons from the past experiences from CDM and JI, provide recommendations how GIS could overcome their pitfalls and become a potentially superior instrument  to provide recommendations how the challenges of design, legislation and implementation phases of GIS can be managed in the short time remaining until 2012.

Project Objectives  Understanding the role of GIS on the carbon market;  Identifying the key priorities and objectives for GIS;  Mapping the present activities in GIS in the CEE region; Assessing the presently planned GIS schemes: successful and failed initiatives and their history;  Developing a framework scheme for GIS architecture modalities: taking into account the identified priorities and the CDM/JI lessons to be learnt;  Conducting in-depth case studies;  Drawing recommendations on all of these objectives for future and ongoing GIS schemes, both for buyers and sellers.

Methodology  Literature review;  Market survey  Workshop;  Interviews with stakeholders;  Case Studies

Project Participants and task division  Climate Strategies: Funding organization;  Central European University, Hungary: Coordinator of the Project;  Joanneum Research: responsible for the part for case study;  Point carbon: responsible for the section of the carbon market review.

Climate Strategies Project on GIS  Project Work Package :  WP.1 The role of GIS and GIS priorities  Identify demand and supply of AAU in GIS market;  Identify key players in the market and dynamics between market players; Identify the price mechanism;  Identifying the key priorities and objectives for GIS  WP2 Options for GIS architectures  Key modality for GIS design  Lessons and experiences from JI and CDM  Evaluation on the current development of GIS in CEE region  Interaction between GIS and EU regulations  WP3. GIS country case study  Biomass in Bulgaria  EE in building sector  WP4. Synthesis report

Research Questions in Each WP Work Package/sub work packages Research questions WP 1. The role of GIS and GIS priority WP 1.1. Background: the role of GIS on the carbon market Potential on the buyer side Key actors, potential actors Price for AAU in GIS Impact on carry-forward of AAU in 1 st commitment period WP1.2: Priority areas for GIS expectations from buyers& potential of the sellers social, political, economic and environmental criteria for GIS host country Identify areas for GIS investment in CEE potential GIS countries Buyer’s attitude on these area for investment

WP2. Options for GIS archituctures WP 2.1. GIS architecture modalities key modalities for GIS architectures WP 2.2. Evaluation of present and planned GIS schemes countries developing GIS current status of the different GIS schemes in the CEE region obstacles that hampered the previously advanced GIS countries recommendations can be derived for presently developing GIS WP 2.3. Interaction between GIS and EU regulations and funding Identify areas where GIS schemes interact with EU regulations Is it possible to use EU co-funding to support GIS projects? Linking Directive and GIS? What other key areas could potentially be affected by EU regulations WP. 2.4Experiences from CDM/JI for GIS Review experiences from CDM and JI Priorities for GIS to address the issues from the CDM/JI lessons WP 2.5. Preliminary recommendations for architecture modalities from WPs 1 and 2 Which GIS architectures serve best the goal of transparency and guarantee most that revenues What other factors contribute to the credibility of the scheme what type of greening can be advised for these different investment areas to optimally support such projects, but still ensure their additionality and give an acceptably correct estimate of the emission reductions What are the recommendations for GIS architecture modalities based on the experience from CDM/JI concluded in the previous section Work Package/sub work packages Research questions

WP 3. GIS Country Case Study How GIS could benefit the areas which are conventionally lack of funding WP 3.1. Case studies: sectors and countries Potential and Options for financing the biomass heating and energy sectors in Bulgaria trough support from GIS revenues Building sector Work Package/sub work packages Research questions

WP 4. synthesis and recommendations Key criteria for ideal GIS Different GIS modality choices Success factors for successful development and regulation of a GIS scheme (WP.3.1) Catalogue of EU regulations that need to be considered during GIS scheme design and transactions Sector- and country-specific recommendation Work Package/sub work packages Research questions

Outcomes (deliverables)  Project expected outcomes  Workshop: GIS Stakeholder Meeting (April. 2008)  Survey: Buyer countries stands; Selling countries developments;  Final Report: Green Investment Scheme---Maximizing their benefits for climate and society; addressing WP 1-3;  Case Study:  Potential and Options for financing the biomass heating and energy sectors in Bulgaria trough support from GIS revenues  Building sector
