International Monitoring and Reporting for the SDGs PARIS21: “Making Countries Fit for the Post- 2015 Development Agenda” Guido Schmidt-Traub Sustainable Development Solutions Network 30 March 2015

Lessons from MDG monitoring Significant improvements in data availability, but huge gaps remain Too little attention to what should be measured Long lags in data availability Data frequency is too low Very little innovation (there was no ‘data revolution’)  SDGs must become a management tool and require vastly better data & annual reporting

Key messages from SDSN Indicator Report Differentiate between 4 monitoring levels Maintain a limited set of 100 Global Monitoring Indicators (GMIs) Propose GMIs that are simple and policy relevant, and lend themselves to disaggregation Improve timeliness of data Invest in statistical capacity development & mobilize innovation

What will it cost? Headlines from SDSN Needs Assessment Statistical production processes need strengthening in LICs But we also need to modernize – particularly for administrative data collection Geo-spatial is one major area of innovation Current levels of investment are thought to be ~$500m p/a (domestic and external) for 77 countries in our sample Future requirements are double that –$1 bn p/a At least $100-200 million p/a will be required in ODA Addis FfD Conference a key opportunity to leverage investment

Priorities for 2015 1.Fill gaps in indicator framework & identify core set of Global Monitoring Indicators 2.Determine schedule for annual reporting 3.Support thematic reporting initiatives 4.Launch World Data Forum and other means to promote data innovation 5.Mobilize resources & financing mechanism for data revolution
