2. Relevant ESF investment priority – Article 3 (1)(a)(ii): "Sustainable integration of young people in particular those not in employment, education or training, including young people at risk of social exclusion and young people from marginalised communities, into the labour market, including through the implementation of the Youth Guarantee."  YEI can be programmed ONLY under this investment priority  The IP is broader than the YEI ("in particular NEET")

3. A few thoughts on programming YEI actions… - actions are not equal to cost items! - need to focus on policy interventions based on the needs of the person/groups of young people targeted => START WITH THE PROBLEM, IDENTIFY THE NEEDS FIRST - eligible cost items are the same as those that are typically supported by ESF (training fees, equipment, stipends, relocation allowance, hiring costs, etc.) - BUT: the costs are linked to the action, which for YEI is on individuals – not system reforms

4. Example 1: Providing a 15-year old early school leaver with a pathway to education and work: 1) complete primary/secondary education to get a qualification (second chance programme + e.g. a stipend if unable to afford) + social work? => may need support through other ESF operations first (e.g. social work) 2) get professional training e.g. as hairdresser (costs of training course), combined with 3) work experience (apprenticeship costs) 4) potentially get hired (hiring subsidy)

5. Example 2: Providing a recent university graduate with pathway to work: 1) provide tailored counselling and job search advice; interview skills training (costs of services) 2) traineeship with a company (costs of mentor, training) 3) get hired (hiring subsidy) or start a business (business start-up support)

6. Ex-ante conditionality on YEI Ex-ante conditionality: The existence of a strategic policy framework for promoting youth employment including through the implementation of the Youth Guarantee. This ex-ante conditionality applies only for implementation of the YEI. N. B. While the ex-ante conditionality does not explicitly refer to Youth Guarantee Implementation Plans as such, the Youth Guarantee Implementation Plan could and is expected to constitute the "strategic policy framework" required or at least a key part of it.
