4 Page  4 Experience I Implementation Guidance: Aeronautical Meteorological Forecaster and Observer Competency Standards (WMO Cg-XVI,2011) II Cooperating with different units and combining the respective advantages of aviation authorities and RTC Nanjing in practice and theory teaching to enhance the targeted training III When making the training plan, the elements are taken into consideration including training subject, training time, and the needs of participants. IV Implementing training is based on the classification of trainees with a wide diversity of professional background and educational level from different regions. Obtaining trainees’ information before holding the training courses

5 Page  5 Experience V Making the assessments of the participants’ ability of using knowledge to solve practical problems after attending the training course by contacting their employers VI Quantitatively investigating the participants’ learning results by the means of written test and submitting reports VII The training courses are updated with the development of meteorology & hydrology, the new requirements, new strategies and new technologies VIII In a word, implementing training is based on the WMO requirements and the classification of trainees with a wide diversity of professional background and educational level from different regions.

6 Page  6 Challenges I The different learning foundations of participants and the objective reality of diverse cultures make it difficult to satisfy every participant in teaching emphasis and methods. II It is difficult to find out problems through simple statistical average value because the subjective evaluations of participants are quite different. III Limited duration hampers full coverage of essential contents. How to investigate the training requirements of developing countries, especially the least developed countries? IV It is difficult to balance the relationship between theory teaching and practice teaching. It is difficult for professors and experts from different departments to co-work well on theory and practice operations.

7 Page  7 Challenges V The trainers need to develop more awareness and higher motivation for short-term training in compliance with WMO Education and Training Program. How to improve trainers’ professional skills is also a big challenge. VI Teaching materials, which are originally catering for academic- degree students need to be adapted to short-term professional training. VII It is recommended that the WMO-ETRP conducts continuously updated questionnaire survey on the training requirements of developing countries, especially the least developed countries. VIII It is suggested that WMO-ETRP organizes relevant experts to compile the training materials as reference for the RTCs when conducting short-term training.
