3 HUMANITARIAN NEEDS OVERVIEW

4 Is a process by which the humanitarian community collaboratively analyses existing humanitarian information and reaches a shared understanding of the most pressing issues and of the likely evolution of the situation. Informs the Humanitarian Country Team’s strategic response.

5 Severity Ranking Tool: provides a structured way to compare humanitarian needs, impacts and vulnerabilities across geographic areas and sectors, combining data on different aspects of the crisis and from different sources together in a consistent way.

7 What are the main questions we need to answer? Examples What is the impact of the humanitarian situation on children, women, families and community supporting mechanisms? What are the risks facing children and women as a result of the emergency situation in the northeast? Are there any groups of children at heightened risk? (Age and sex disaggregated information)

8 How we collect information? Existing assessments, monitoring and survey data. Other secondary data and baseline data: maps, cluster, government and media Expert judgement: sectors, agencies, NGOs, national representatives, community bodies, government, affected population Vulnerability / severity ranking tool development of a humanitarian needs overview is not dependent on the availability of uniform and high-quality data: in many countries data will be partial or incomplete.

9 Nutrition in Emergencies… Examples of nutrition concerns that children may be more at risk of in an emergency setting are:  Psychosocial distress (affecting nursing and care for young children)  Inadequate care and feeding (poor quality and frequency);  Access to the services, including treatment facilities (insecurity/conflict, affecting people getting services and care)  Heightened risk of exposure to infections and diseases (child illnesses)

10 Nigeria (northeast) Secondary Data Review (nutrition) A compilation of different types of documents tagged by date, domain, location, etc. (ex. SMART Surveys, DHS, MICs, etc) Analyzed and summarized that can be used as the desk review for the HNO We will share with together a SDR on all issues identified

11 Proposed Vulnerability/Severity ranking domains Inter-sectoral:- Displacement and impact on host communities. Security and violence. Access to humanitarian aid. Food security. Child Nutrition: Exposure to distressful events prior or during displacement (UNDSS data, ACLED data, Program data, SMART surveys agencies reports) SAM and GAM rates (using SMART surveys, FEWSNET reports the IOM DTM) Access and coverage to health services, SMART reports, etc )

13 What Is Response Monitoring and What are We Monitoring? Humanitarian response monitoring is a continuous process that records the aid delivered to an affected population as well as the achieved results set out in the objectives of the Strategic Response Plan (SRP /HRP). What are We Monitoring? Admission to SAM treatment sites # of children <5 years screened for malnutrition 2015 SRP and its 90 days Operational plan 5 W

14 What We Need to Change to Effectively Monitor Our Response? Proposition of a set of standard activities: That are more specific in order to follow the logic “Activities -> Data -> Indicator” That follow the same logic as in the Nutrition 5Ws matrix: Standard Needs Addressed (Minimum Standard) -> Standard Activities -> Sub-Activities We will share with you the Standard Activities for your feedback
