3 Neighborhood Improvement Districts Amend the code relating to the Pine Hills Neighborhood Improvement District, Chapter 133 –NID has the ability to levy an ad valorem tax and special assessment Allows property owners to invest in redevelopment efforts Piece of the funding needed to implement the Neighborhood Improvement Plan –Proposed amendment will create a new procedure to levy ad valorem taxes and special assessments

4 Neighborhood Improvement Districts Current Requirements to Impose an Ad Valorem Tax or Special Assessment 1.Petition signed by - 20% of property owners in a business NID or - 40% of the electors in a residential NID 2. Unanimous approval by BCC 3. Referendum Election - Managed by the Supervisor of Elections - Not required to be tied to a general election

5 Neighborhood Improvement Districts Proposed Changes to Procedure for Imposing an Ad Valorem Tax or Special Assessment 1. A petition signed by either 20% of the property owners in a business NID or 40% of the electors in a residential NID 2. Super majority approval by BCC 3. Referendum Election

6 Neighborhood Improvement Districts Amend the code relating to the Pine Hills Neighborhood Improvement District, Chapter 133 (Continued) –The NID Advisory Council is comprised of land owners registered to vote in Orange County –Requirement that property owners be registered to vote in Orange County limits the pool of potential advisory council members –Proposed amendment will remove the requirement that landowners must be registered to vote in Orange County

8 Neighborhood Improvement Districts Requested Action Adopt a new referendum procedure for the Pine Hills Neighborhood Improvement District to levy an ad valorem tax and special assessment and remove the requirement that members of the Advisory Council be registered Orange County voters.
