4 SBS Team, I would like to report to you on a phone conversation I had with Helmut yesterday. His comments are generally in reference to the comments in the PMP so I use those references here. p11 - [hm5] We need to consider flexibility in the funding profile. In particular we should prepare a plan with SBS stretched out by one year. This is not something we need to send them, but guidance on our internal planning. p11 - [hm7] DOE is concerned about Univ. manpower. This MUST be existing manpower already funded in the base grants. They do not anticipate any ability to supplement to deal with resource shortages at the universities. p12 - [al9] He remains very concerned about the technical risk of GEMs. We should be more aggressive and do whatever we can to mitigate this risk. For example, we should revisit the schedule and advance GEM tests and QA activities earlier to provide more flexibility to deal with problems. The PM needs to be very vigilant in tracking progress on the GEMs and foreseeing problems before they become serious.

5 p17 - Change control is good now. p23 - [hm20] We need to better justify the completion date for phase 1. I told him the early running schedules were still being developed and that would be where we could find better justification. He stressed again that we should envision a 1 year stretch out. p23 - [hm23] He still is not happy that the contingency values for the 3 projects are so close numerically. No action required. In general, he urges us to keep the 12 GeV project team engaged in the project management of SBS. So in the end he said he was satisfied with the plan and that we are READY TO PROCEED. A report with a cover letter will be forthcoming in 2 weeks. Congratulations to all for successfully bringing SBS to this stage. In the near future we will need to plan how to organize the effort to insure continued success. Bob
