9th November 2009Geneva 9 eBGT Project – Core Component Library Outreach (CCLO) Report to the 15 th UN/CEFACT Plenary Session Project Leader: Chris Hassler

9th November 2009Geneva10 Summary A major outreach effort to improve the usability and completeness of the Core Component Library (CCL) in relation with other trade-related information standard sources (libraries, dictionaries, directories, etc.) and in meeting the needs of Member States and other stakeholders.

9th November 2009Geneva11 Agenda Project Scope Project Deliverables Project Status Future Plans

9th November 2009Geneva12 Scope Outreach to members of UN/CEFACT and external organizations that have established liaisons with UN/CEFACT. This project is not intended to do the detailed work of the CCL harmonization, only to identify and report on where the efforts should be best directed.

9th November 2009Geneva13 Deliverables A short summary report  overview of issues, including annexes  indicate the major work ahead with respect to components from WCO and the Trade Data Elements Directory (ISO 7372). in relation to other related libraries Provide input into the Standards Development Advisory Team

Deliverables (cont.) The report will provide a view on ways to strengthen support for stakeholder priority goals, particularly towards offering guidance on:  (1) what gaps could be filled for UN/CEFACT to offer an increasingly comprehensive "one-stop-shop" core component library  (2) articulate roadmaps in going forward  (3) identify where in the CCL linkages to other libraries can be made  (4) clarify the usages of the CCL (e.g. harmonization, semantic compatibility, interoperability) The document will identify possible ways to improve processes involved in harmonisation, auditing and production of UN/EDIFACT and XML. 9th November 2009Geneva14

9th November 2009Geneva15 Current Status First meeting occurred on Wednesday, November 4 Team members:  Ki Pak, Mohd Nazri Yaakub, Eva Chan, Shanta de Silva, Hisanao Sugamata, Ian Hogg, Lance Thompson, Kazumi Hirai, James Whittle, Sue Probert, Mary Kay Blantz, Henk van Maaren, Malcolm McKinnon, Anthony Davies

9th November 2009Geneva17 Plans Identified Preliminary Gaps  Inadequate identification of what the “Buy-Ship- Pay” model is and what it contains  Inadequate documentation of the Core Component Library for non-CEFACT users  Need for mapping to non-CEFACT data models

Plans (cont) Areas to be Explored  Need to know if CCL contains data elements needed for Priority Stakehold Messages  Need to identify resources necessary to fill identified gaps Plan to release report by end of December, 2009 9th November 2009Geneva18

Priority Stakeholder Messages 2009 Plenary Sessions 9-12 November, 2009 Tim McGrath Project Leader

Summary Identifying the priority set of electronic document types needed to support the global facilitation of trade. Provide alternative roadmaps to address requirements. This project is not intended to do the detailed work of message development… only to identify and report on where the efforts should be best directed. 3-4 months

Problem Many stakeholders require and are already undertaking projects Some have not re-assessed their requirements over time Current CEFACT approach relying on building a common approach differing timelines, differing domain-specific drivers. may lead to gaps.

Strategy Identify key stakeholders Member States Implementers of electronic document exchanges Survey their requirements Targeted consultations Identify priorities Engage with Members of UN/CEFACT external organizations Identify gaps between requirements and deliverables Propose strategies for addressing these

Requirements Availability Useability Open-ness Traction Sanction Governance

Candidate Stakeholders (so far...) Various European Governments PEPPOL project US Dept of Transport Electronic Freight Management project PISCES Property management project European Commission ePRIOR project Freightwise/e-Freight project Spanish Dept of Economy CODICE project Etc, etc, etc…..

Core Component Library Framework 2009 Plenary Sessions 9-12 November, 2009 Jostein Fromyr Project Leader

Summary Identifying gaps in the UN/CEFACT technical specifications governing  the Core Component Library  supporting XML schemas. Demonstrate different approaches in meeting stakeholder needs. Options to make self-conformance statements:  Core Component Technical Specifications,  Naming and Design Rules. Completion within 3-4 months

Problem Many stakeholders are undertaking projects that require: common end-to-end, cross-industry and cross-border recommendations and standards What is relevant, workable and scalable?

Strategy Engage with members of UN/CEFACT and external organizations that have established liaisons with UN/CEFACT. Identify and articulate stakeholder requirements for methodology and approaches for the use of the Core Component Library. Identify gaps in the ability of current technical specifications to meet identified requirements. Examine different ways to go forward in addressing envisaged UNeDocs deliverables, Such as support for the re-use of common input for various types of formats (e.g., paper-oriented UN Layout Key, UN/EDIFACT and XML).

Deliverables A short report  overview of submissions  examples and demonstrations as annexes. The document will identify:  identified gaps in methodologies associated with the current framework of the UN/CEFACT Core Component Library and supporting XML schemas  support for stakeholder needs  Identified opportunities and ways forward.

30 Approved Projects Calls for participation More participation is needed Participation selection will have Bureau oversight to ensure mix of skills and scope of coverage Opportunities for stakeholders
