2 Working Group Highlights Date Formed: June 2003 Objectives: Create generic M&V plan Define minimum requirements for use in Federal sector Without constraint of existing contracts

3 Background on Goals Air Force developing recommended M&V strategies for specific ECMs Develop format for M&V plans first, then develop content Improve quality & uniformity of M&V across Federal sector

5 Development process Very aggressive schedule – WG formed at New Orleans Summit Consistent participation by ESCOs, PFs & Labs Compared FEMP format (existing) and Air Force format (under development) Identified shortcomings of existing formats

6 M&V Plan Development 3 sections: Executive Summary / M&V Overview Whole Project Data / Global Assumptions ECM Specific M&V Plan Baseline, post-install, and periodic activities separated for each ECM

7 M&V Plan Development M&V plan includes schedule and content for all M&V reporting items: Commissioning Plan Post-Installation M&V report Commissioning report Annual report Integration with Commissioning a challenge Place holder in M&V Plan to define Cx report format & content TBD by Cx working group

8 M&V Plan Development Uncertainty is included throughout Global – define requirements for uncertainty analysis ECM specific – variables impact on uncertainty O&M reporting requirements included Does not include repair & replacement or operation & maintenance requirements Define requirements for government witnessing Dispute resolution in Global section Executive Summary has % Total Site Usage Saved (if available)

9 Post-Installation M&V Report For DOE contract, post-installation M&V report is required and will contain Commissioning results For projects using Option A, most important M&V report Started with Annual Report Outline Included installation verification, commissioning results, and construction period savings

10 Next steps… Commissioning WG to define reporting requirements for inclusion in M&V Plan Outline WG recommends M&V Team accept & adopt package of draft deliverables Disband M&V Plan WG Consider creation of new WG to reconcile: M&V Plan Outline Post-Install Report Outline Annual Report Outline

11 Next Steps… Review for compliance with Army ESPC contracts Start using templates – include in DO RFP or similar FEMP will revise sample M&V plans into new format Consider drafts living documents and modify as needed (http://ateam.lbl.gov/mv/)http://ateam.lbl.gov/mv/
