3. I / Concepts of Disaster Risk Management (DRM) Risk = Hazards X Vulnerabilities Capacities There is no such thing as a 'natural' disaster, only natural hazards.

8. DRR definition Disaster Risk Reduction aims to reduce the damage caused by natural hazards like earthquakes, floods, droughts and cyclone, through an ethic of prevention. DRR reduces disaster risks through efforts to analyse and reduce the causal factors of disasters. (UNISDR) “…every dollar spent on risk reduction saves between $5 and $10 in economic losses from disasters”

II. “Inclusive” Disaster Risk Management Inclusive DRM is an effort to minimize the impact of hazards by considering all possible VULNERABILITIES (age, education, gender, disability) and ensuring participation of all groups in the planning and implementation of measures to prevent, mitigate and prepare for disasters

Inclusive DRM: WHY Immediate consequences of a crisis are amplified for vulnerable groups incluiding persons with disabilities  Reduced social participation with no participation in DRR initiatives.  Invisibility in emergency settings – not included in data collection, evacuation measures, etc. Basic needs response is often non adapted, and specific needs are ignored.  Environment disruption (material, physical, social, economical) with huge impacts for PwDs – barriers to their security and participation are increased

11.  Physical and psychological health affected with risks to see disabilities increased (or new created), with decrease in function, etc.  Poverty/Disability vicious circle : precarious living conditions, lack of income – difficulties coping with disasters, fragile housing, etc.  Higher risk of abuse and violence, especially women and children  Non-recognition of vulnerable groups capacities also increases their vulnerability !
