1 Comprehensive Asset Protection Each school district shall develop, implement, and maintain a comprehensive asset protection plan for every school building,

2 Comprehensive Asset Protection Plan submitted to RIDE annually and must include: a full analysis of the building’s current condition, the need for repairs if any, the costs associated with the repairs, and the nature and cost of annual maintenance for each building Plan will be reviewed by a certified licensed professional to determine that the plan is adequate

3 Regularly Scheduled Maintenance Planned Maintenance Performed Maintenance Expenditures (include 3 years prior) Outstanding Maintenance Plan for addressing outstanding issues “to prevent premature failure and to maximize the useful life of a facility”

4 Regularly Scheduled Maintenance Districts must submit annual updates to these plans to RIDE list all maintenance performed and expenditures pursuant to the plan for the previous year.

5 Asset Protection Plan and Annual Expenditures : must meet the following minimum requirements: a.All facilities and structures shall be maintained in a safe, sound, and energy efficient condition. All service equipment, means of egress, devices, and safeguards which are required by the state building code in a building or structure, when erected, altered, or repaired, shall be maintained in good working order; b. For each facility, the plan shall itemize anticipated annual expenditures for required maintenance; c. Capital maintenance expenditures shall be itemized and be consistent with the district’s approval capital improvement plan; and d. The plan shall itemize costs for the replacement of all approved temporary facilities in the district with permanent structures.

6 Qualifications of Certified Facilities Manager (a) No person shall be employed by a district to supervise buildings and grounds unless the candidate meets one of the following criteria: Has completed a minimum of two years experience in the field of buildings and grounds supervision. Or Has been certified an educational facilities manager through an industry accepted certification offered at a regionally accredited institution of higher education or an approved postsecondary institution located within or outside Rhode Island. Or Has a college degree in a field related to facilities management. (b) When a vacancy occurs in a position in which the duties of a supervisor of buildings and grounds are performed, the district may select, for a period not to exceed six months from the date of the vacancy, a person who does not meet the requirements noted above to perform on an interim basis the duties of a supervisor of buildings and grounds
