2  Representatives are elected by the voters of each state.  Representatives elect the Speaker of the House from its membership.  The Speaker of the House presides over the meetings.  Representatives have legal immunity that protects them from anything they write or say while in office.  The size of the hosue determined by the state’s population; each state has at least one.
