8 Changing Face of Campus – PBF State of Idaho Permanent Building Fund Created in 1961 Original fund source was $10 “Head Tax.” Oversight by the Permanent Building Fund Advisory Council (PBFAC) 5 Members, Gubernatorial Appointment: 1 State Senator, 1 State Representative, 1 Contractor, 1 Banker, 1 Businessperson

9 Changing Face of Campus – PBF State of Idaho Permanent Building Fund Current Fund Sources $10 “Head Tax” $5 mil/year State Sales Tax Fund Cigarette Tax allocation (17.3%) Beer Tax allocation (33%) 50% of State Lottery Earnings Interest Earnings on PBFAC proceeds as invested by the State Treasurer Interest Earnings on the Budget Stabilization Fund.

But… $10 in 1961 inflates to $75 today Many more agencies reliant on PBF for Capital Building needs now than in 1961. State Board of Ed (except K12); Dept of Admin; Dept of Corrections; Dept of Health and Welfare; State Historical Society; Idaho State Police; Dept of Juvenile Corrections; Dept of Land; Division of Military; Dept of Parks and Rec; Division of Veterans Services, etc. Bond Debt Repayment Reallocations

This will be covered by transferring $4 mil from the FY 2012 major Capital allocations plus $3 mil from the contingency fund.
