Presentation of EU strategic and action documents in eGovernment field Presentation of national strategic and action documents in eGovernment field Expected activities at the national level Pomen IKT v Lizbonski: EU vabljiv prostor za investicije in delo Večina gospodarske rasti je v storitvah EU kot enotni trg E-storitve veliko več prispevajo k prehodu meja kot klasične tržne poti Če takih storitev ne razvijemo pri nas, jih bodo drugje, s čemer izgubimo možnost vpliva na storitve in nadzor nad upoštevanjem standardov Obenem ne bomo izkoristili možnosti za zaposlitev ljudi in gospodarsko rast, ki sta posledici razvoja takih storitev Znanje za inovacije in razvoj v EU IKT najpomembnejše področje raziskav in razvoja (R&D), ki prispeva k gospodarski rasti EU namenja 20% raziskav v IKT, države OECD pa 30% V svetu se v privatnem sektorju porabi 60% sredstev R&D za IKT, v EU pa le 38% Potreben premislek o prioritetah Ustvarjanje več in boljših zaposlitev v EU 6% zaposlitev v EU je na področju IKT Povečanje digitalnega opismenjevanja IKT kot osnovno orodje za upravljanje z znanjem in Koristi IKT naj uživajo vsi državljani, cenejše in boljše javne storitve

3 Importance of ICT in EU ICT brings 40% to productivity growth and 25% to GDP growth in Europe Public budget accounts for 45% European GDP Numerous examples of eGovernment efficiency: Denmark: eInvoices save 50 M€ (citizens) + 50 M€ (companies) per year Estonia: 65% electronically filled in tax declarations saves thousand of hours Public procurement accounts for 20% GDP Europe is good but not the best (Ref. Canada, Singapore…) Zaradi hitre rasti IKT je nastala potreba po proaktivnih politikah, ki bodo sledile spremembam tehnologij. Države, ki imajo odprt in učinkovit javni sektor so tudi vodilne v gospodarstvu in konkurenčnosti. Danska: če bi to v uvedli po vsej EU, bi prihranili 50 miliard EUR Pozitiven učinek IKT na 4 svobode gibanja in na kulturno raznolikost. Ministri so tako mnenja, da imajo v deklaraciji navedeni cilji pomemben družbeno gospodarski učinek. Ministri so zato naslovili deklaracijo na Svet za enregetiko in povabili komisijo, da vključi te točke v AN i2010. Moderna uprava mora temeljiti na visoko razviti IKT infrsatrukturi in poenostavljenih postopkih e-uprave.

Prostor: Cilj 1: Enotni inf prostor z dostopnimi in varnimi širokopasovnimi komunikacijami, bogatimi in raznolikimi vsebinami in digitalnimi storitvami vzpostavitev in kroženje evropskih vsebin Določitev in izvajanje strategije za varno inf. Družbo (sprejeta ) Ukrepi z inetropeabilnostjo in DRM Inovacije in investicije v raziskave Investicije v IKT v EU 18%, v ZDA in Japonska pa 34% oz. 35% Predlogi: 80% povečanje podpore skupnosti raziskavam v IKT Usmeritev strateških raziskav v stebre 7. okvirnega programa (tehnologija za znanje, vsebino, kreativnost, omrežja, varna in zanesljiva oprema, vgrajeni sistemi, nanolektronika) Cilj 2: Svetovni dosežki v RTD v IKT z zapolnitvijo vrzeli med glavnimi konkurenti Evropi Vključenost, boljše javne storitve, kakovost življenja Cilj3: Vseobsegajoča informacijska družba zagotavlja visoko kakovost javnih storitev in pospešuje kakovost življenja. Koristi IKT naj uživajo vsi državljani Trenutno velika digitalna ločnica (med ponudbo in porabo) Na tehničnem nivoju še nekaj odprtih zadev: e-identiteta, avtentičnost dokumentov, skupni vmesniki, zato: Sprejem AN 2010 in strateških smernic za razvoj javnih storitev Vzpostavitev treh vodilnih pobud IKT za kakovost življenja (potrebe starajoče se družbe, varen in čist transport (pametni avto), kulturna raznolikost (digitalne knjižnice)) i2010 Lisbon strategy

Pri pripravi deklaracije je sodelovala tudi RS. Potrjena na ministrski konferenci eUprave: Transformacija javnih storitev, v Manchester. Tretja po vrst, sprejemajo se na vsaki 2 leti, predhodna v Como (IT) Udeležba ministra za javno upravo dr. Viranta na konferenci in pristop k deklaraciji Stroški naročil, ki sicer obsegajo 16% BDP, se z e-nabavami lahko zmanjšajo za 5%. Združeni učinke vseh držav je zelo velik.

Effective and Efficient government By 2010: eGovernment will be contributing to high user satisfaction with public services eGovernment will have significantly reduced the administrative burden on businesses and citizens The public sector will have achieved considerable gains in efficiency through the use of ICT European administrations will have significantly increased transparency and accountability wherever possible and relevant through innovative use of ICT Uporaba rešitev za zmanjšanje administrativnih bremen, povečanje transparentnosti, odgovornosti ob upoštevanju varstva osebnih podatkov. V letih na EU in nacionalnem nivoju bodo DČ promovirale zavedanje o uporabi in sprejemu odprtih standardov v JU, širjenju izkušenj v standardizaciji, kot ključnim pogojem za učinkovito in uspešno upravo.

High impact services By 2010: All public administrations across Europe will have the capability of carrying out 100% of their procurement electronically, where legally permissible, thus creating a fairer and more transparent market for all companies independent of a company’s size or location within the single market At least 50% of public procurement above the EU public procurement threshold will be carried out electronically Over the period Member States will focus their efforts on delivering those high impact services in Europe which will contribute most to the achievement of the Lisbon Agenda Storitve visokega učinka so tiste, ki podpirajo napredek k dosegu ciljev Lizbonske strategije. To so storitve, ki vključujejo pen –evropsko mobilnost, izboljšujejo iskanje zaposlitev po EU, dostop do osebnih podatkov, kot so zdravstveni zapisi, pokojnine, kultura in prosti čas, ter mobilnost podjetij, kot so registracija podjetja in VAT. Te bodo razdeljene glede na učinek. E-nabave so ena takih storitev. Bistven družbeno gospodarski napredek s pomočjo teh storitev izboljšanje delovanja trga in izboljšanje kakovosti življenja. Aktivnosti: V letu 2006 določitev katere so te storitve Kjer je možno razvoj skupni rešitev, harmonizacija vmesnikov obstoječih rešitev na področju e-nabav in razširanje izkušenj Sodelovanje pri implementaciji akcijskega načrta o e-nabavah iz leta 2004 in dogovor glede standardov gelde identifikacije podjetja, naročil in računov.

Key enablers By 2010: European citizens and businesses shall be able to benefit from secure and convenient means of electronic identification, issued at the local, regional or national level and respecting data protection regulations, to identify themselves to public services in their own or in any other Member State Member States will have agreed a framework for reference to, and where appropriate the use of, authenticated electronic documents across the EU V 2006 Poiskati pravne ovire na nacionalnem in EU nivoju za implementacijo e-identitete. To je pomembno, da lahko uprave omogočijo personalizirane storitve. V letih delati v smeri medsebojnega priznavanja eID s testiranjem, piloti,…. Do leta 2010 referenčni okvir za trajno arhiviranje avtenticiranih dokumentov.

The development of pan-European services contributes to the higher mobility of citizens and cross-border business activities Three levels of interoperability: Organizational Semantic Technical Actions required: Encourage collaboration between administrations Standardization and the development of standards through CEN and ETSI An architecture for cross-border delivery of eGovernment services Common infrastructure to support eGovernment interoperability (registries, platforms,…) Common elements and components, to be used by MS on EU level Good practice exchange and dissemination Council conclusions eGovernment for All COM(2006) 173 Communication from EC: I2010 eGovernment Action Plan COM(2006) 45 Communication from EC on Interoperability E-uprava dosegla velik napredek v EU, to je treba ohraniti, sedaj s čezmejnimi storitvami, zato interoapebilnost čedalje bolj pomembna S tesnejšim sodelovanjem boljše storitve in učinkovitejše izvajanje politik V sporočilu so predlagane prednostne naloge in prvi sklop ukrepov. Sporočilo poziva Svet, da začne obravnavati določen zahteve in sprejme ustrezne ukrepe. Načelo subsidiranosti – naloge se izvajajo na nivoju, kjer je učunkovitost najvišja – na nacionalni Določene naloge se že izvajajo v okviru programa IDABC: Evropski okvir interoeprabilnosti, nov 2004, v njem priporočila in standardi Arhitekturne smernice – tehnična konvergenca evropskih omrežij in dosego interorpeabilnosti s harmoniziranim razvojem Ifrastruktura za čezmejne storitve – dec 2004 Pripravlja se strategija semantične interoeprabilnsti, študija možnosti za izvedbo XML klirinške hiše

Strategija Republike Slovenije za uvajanje fiksnih brezžicnih sistemov – FWS v frekvencnem obmocju od 3410 MHz do 3600 MHz na ozemlju RS: Zaradi vse vecjega povpraševanja po frekvencnem spektru za ta namen so v organih Mednarodne telekomunikacijske zveze (ITU) in Odbora za elektronske komunikacije (ECC) sprejeli ustrezna priporocila, Agencija za pošto in elektronske komunikacije (v nadaljevanju: agencija) pa je z nacrtom uporabe radijskih frekvenc (3) zagotovila frekvencni pas od 3410 do 3600 MHz za fiksne brezžicne sisteme. Cilje, ki jih želimo s strategijo doseci, lahko strnemo v: – doseganje najboljše izrabe razpoložljivega frekvencnega prostora, namenjenega fiksnemu brezžicnemu dostopu (FWA), – zagotovitev dostopa do širokopasovnega podatkovnega omrežja vsem uporabnikom na celotnem ozemlju republike Slovenije in – vzpostavitev razmer za ucinkovito ureditev trga. Broadband strategy V izvedbenem smislu je namen tega strateškega dokumenta opredeliti programske smernice za razvoj širokopasovnih podatkovnih omrežij v Sloveniji s ciljem povečanja konkurenčnosti regij, kar bo doseženo s komplementarnostjo med različnimi tehnološkimi platformami na eni in različnimi potrebami na drugi strani. Prehoda iz analogne v digitalno: naovodila, da se olajša in pravočasno prirpavi rpehod v dig TV do leta konec oddajanja v analogni tehniki eZdravje. Strategija izpostavlja tri strateške komponente razvoja: enotno informacijsko infrastrukturo, enotni zdravstveni portal vpeljavo elektronskega zdravstvenega zapisa.
