3 2 HIGHLIGHTS APRU linkages with APEC Working Groups on Industrial Science and Technology and Human Resource Development. APRU Session with APEC leaders on “Information Technology and Human Resource Development”

4 3 RATIONALE APEC is attempting to establish an Asia Pacific regional policy framework for science and technology and human resource development All APEC economies are developing science policy, but these S&T policies must be integrated across the region to optimize economic benefit

5 4 RATIONALE Cont.. Research universities are key players in S&T in the Asia Pacific region APRU Presidents can play a valuable role in advising APEC on science, technology and human resource issues

6 5 PROGRESS APRU/APEC linkage highlighted at the APEC meeting in 1997 and acknowledged in Auckland last September APRU applied for Non-Member Accreditation to the APEC Industrial Science and Technology and Human Resource Development Working Group Non-Member Accreditation to the IST Working Group is in the final stages

7 6 PROGRESS Cont… APRU invited to enter into a dialogue with HRD Working Group Proposal for an APRU Session with APEC Leaders on “Information Technology and Human Resource Development” has been forwarded to the Senior Officials’ Meeting for Brunei in November APRU-APEC Committee with APRU Secretariat has established informal system of consultations with officials in APEC economies.

8 7 SUBSTANCE Four themes for consultation between APRU and APEC: Human Capital Technology Transfer/Intellectual Property Sustainable Development International Science

9 8 HUMAN CAPITAL What are the predicted needs? What are the barriers to the movement of human capital? How might IT assist in human capital development ?

10 9 TECHNOLOGY TRANSFER/ INTELLECTUAL PROPERTY What are the barriers to technology sharing? Can universities lead in the development of technology transfer? How can intellectual property be protected in the Asia Pacific region?

11 10 SUSTAINABLE DEVELOPMENT What is the predicted growth in the region? What issues will need to be addressed to achieve sustainable development?

12 11 INTERNATIONAL SCIENCE How will “big science” decisions be made in the region? How can we address regional needs through co-operation and provide incentives for regional scientific collaboration?

13 12 ACTION Seeking Mandate to: Establish Relations with both the APEC IST and HRD Working Groups Endorse efforts to present to APEC on “Information Technology and Human Resource Development” Brunei APEC Meeting 2000: Seek acknowledgement of APRU consultative role with APEC in S&T and HRD, including presentation on IT and HRD

14 13 ACTION Cont…. Identify, with the APEC Working Groups, specific themes for APRU reports to APEC within the four key areas of Human Capital, Technology Transfer, Sustainable Development and International Science. Commission reports in two of these areas drawing on expertise in our research communities. Shanghai APEC Meeting 2001: APRU officially to present the reports to APEC, and follow up from Brunei meeting on IT and HRD.
