2 Emergency Department Patient Data Base Licensed hospital facilities that provide emergency medical services A patient data record is submitted for each encounter All hospitals report complete billing, medical, and personal information describing a patient, the services received, and charges billed for a single emergency department patient encounter

3 Selection Criteria ICD-9 Coding Poisoning by opiates and related narcotics Accidental poisoning by opiates and related narcotics Adverse effects of opiates in therapeutic use Excludes diagnoses attributed to heroin use Excludes diagnoses identified as suicide
