European Commission DG Information Society IST … in the “Global Race” The US invests 3 times more on RTD in IST 52% of RTD effort in IST in OECD countries is in the US Only 17% in Europe (22% in Japan) Public investment in the EU is 50% of the US effort … and the gap is widening EU effort is fragmented Critical mass is rarely reached in the Member States The ever shorter life cycles of IST...

European Commission DG Information Society Europe Is... … well positioned to take advantage of future developments in new emerging fields/markets (e.g. post PC paradigm) … building on strengths in mobile and wireless, embedded software, consumer electronics, rich content and service provisioning RTD in IST provides a unique opportunity to aggregate fragmented effort build consensus and provide a “global approach” RTD in IST provides a unique opportunity to aggregate fragmented effort build consensus and provide a “global approach”

European Commission DG Information Society FP6 Instruments for Priority Areas Networks of Excellence Exploratory research Integrated Projects Objective-driven R&D Article 169 Member States’ initiatives Targeted RTD Projects To address specific issues Co-ordination Activities Accompanying measures, Thematic networks

European Commission DG Information Society Networks of Excellence “Virtual” Network of Centres of Excellence to integrate research effort on a particular topic defined by Joint Programme of Activities (JPA) on established or emerging fields Size Several M€/year Support to JPA (up to 25%) including R&D, training, technology transfer, mobility Participants: Minimum 3: Universities, research labs, industrial labs Special measures for SMEs 6 3 5 1 4 NoE 2 Research Centres

European Commission DG Information Society NoEs: Implementation Selection on the basis of calls for proposals Large degree of autonomy Possibility to modify plans and allocation of work possibility to launch a call for participation Funding Grant for integration Up to 25% of total effort that is put together in the JPA It is NOT a ratio of the total cost

European Commission DG Information Society NoEs: Grant for Integration The NoE is defined by the “Joint Programme of Activities” The JPA is NOT just putting “side by side” the research activities of the different organisations The JPA will include the means to “bind together” the partners research efforts, e.g.: Building common research platforms (e.g. common software libraries, common architectures, common testing and experimenting facilities,..) RTD coordination, meetings, workshops, exchanges of personnel.. The Grant is “given” if the JPA is a real joint effort that will help aggregate the European effort and build critical mass. The Grant is “paid” if the integration is real.

European Commission DG Information Society Integrated Projects Integrated, goal-oriented R&D: all elements of technology chain global resources may involve public & private funds flexibility in achieving the goals (eg subsequent calls) Size Several M€ or tens of M€ Support including R&D, training, technology transfer, dissemination, demonstration Participants: Minimum 3 legal entities: 2 from Member States Industry-academia collaboration including SMEs Focused R&D

European Commission DG Information Society IPs: implementation Selection on a call for proposal basis possible call for expression of interests, to select themes Large degree of autonomy Allocations of budgets P ossibility to launch calls for participation Subsequent calls for additional “tasks” and funding by the Commission Funding Grant to the budget up to 50% Different ceilings depending on the activity

European Commission DG Information Society IPs : Three possible implementations “Monolithic” Partners known at outset Tasks identified budget known “Incremental” participation Tasks identified budget known not all participants are in “Incremental” funding objectives known technology roadmap known tasks to be completed budget to be changed Participants as well

European Commission DG Information Society Article 169 Support to “national” RTD programmes, jointly executed according to Art. 169 of the Amsterdam Treaty At the initiative of the Member States EC funding used to support jointly executed programmes Support to “national” RTD programmes, jointly executed according to Art. 169 of the Amsterdam Treaty At the initiative of the Member States EC funding used to support jointly executed programmes

European Commission DG Information Society Targeted RTD Projects Principle: Similar to FP5 RTD projects Funding: Grant to budget up to 50% Participation: Minimum of two legal entities from Member States Launched through Calls for Proposals

European Commission DG Information Society Co-ordination Activities Principle: Similar to FP5 Accompanying Measures and Thematic Network projects Support to logistics, management of the programme, etc. Funding:... up to 100%

European Commission DG Information Society Participation Who? Member States & Associated (candidate) Countries; same rights & obligations European scientific co-operation organisations (ESA etc) International organisations of European interest Minimum number of legal entities - IP and NoE: 3 (2 MS) - Other instruments: 2 (1 MS). - Fellowships & support actions: 1 3rd Countries Inside ‘Integrating ERA’ part All countries Funding possible for INCO countries Outside ‘Integrating ERA’ part Countries with co-operation agreement under specified conditions Other countries if necessary Developing countries, within the limits of the budget available

European Commission DG Information Society Overview Instruments & Financing Schemes Grant for integration Grant to the budget Grant as a lump sum Networks of Excellence Integrated Projects Targeted RTD projects Specific Research activities for SMEs Integrated infrastructure initiatives Actions to promote human resources and mobility Co-ordination actions Specific support actions

European Commission DG Information Society IPRs in FP6 As in FP5: Knowledge fully funded by Community: property of Community Knowledge partly funded by Community: property of participants Simplification & flexibility added Participants own the knowledge they develop Upon request: Access rights for use to all participants Principles provided: participants may agree additional rights Identical rules for all participants

European Commission DG Information Society Content: FP6 is not business as usual! From Project-thinking to “Initiative”-thinking New instruments: IPs and NoEs More strategic thinking and global approaches The Era dimension Making sure that Community funding helps aggregate member states and private effort It is not just supporting a particular RTD work… Different way of describing content and calls Lighter WP, different sequencing of calls,... A huge effort to prepare the constituency A challenge...and...a great opportunity!
