2 No Child Left Behind (NCLB) is the 2001 reauthorization of the Elementary and Secondary Education Act (ESEA) ▫ Identifying AYP (Adequate Yearly Progress) is one of the requirements of NCLB ESEA/NCLB was scheduled to be reauthorized in 2007 Without reauthorization or Nebraska receiving a waiver from NCLB, the goals for reading and math continue at 100% 1/20/20152

5 Is Nebraska Going to Apply for a Waiver from NCLB Sanctions? The Commissioner, not the State Board, may apply for a waiver of NCLB Requirements The Nebraska Department of Education has had numerous conversations with USDE regarding the possibility of Nebraska applying for a waiver of NCLB requirements Commissioner Blomstedt and NDE staff are leading the development of a waiver of NCLB requirements application that is consistent with State Board initiatives, policies, and developing vision 1/20/20155

6 NDE will NOT promise anything in a NCLB waiver request that cannot be fulfilled 1/20/20156

7 NCLB Waiver Timeline December, 2014 ▫ State Board review of commitment on specific ESEA waiver conditions January, 2015 ▫ Review of waiver options impacting a draft proposal February, 2015 ▫ Board review of a first draft of waiver application March, 2015 ▫ Seek input from stakeholders on draft waiver application April, 2015 ▫ Submit initial request for waiver 1/20/20157

8 Will School Districts Still Have NCLB Sanctions if Nebraska Receives a Waiver? That depends… ▫ NDE can submit proposals in a waiver request to eliminate sanctions, but there is no guarantee of USDE (United States Department of Education) approval There is a requirement to identify Priority Schools and Focus Schools 1/20/20158

9 When will ESEA/NCLB be Reauthorized? We are hearing rumblings that ESEA/NCLB Will be reauthorized within the next year ▫ Time will tell… 1/20/20159
