4 APEC Hanmer Springs 9 Nov 2004 Sustainable Energy Regulation Network (SERN)  Scoping study in 2003 established strong support for SERN  For those involved in energy market and monopoly regulation -regulators, government departments and other stakeholders  Global and regional level

5 APEC Hanmer Springs 9 Nov 2004 SERN Aims  To secure greater understanding of the benefits of energy efficiency,renewable energy and distributed generation (sustainable energy) amongst energy regulators and government departments  To secure regulatory mechanisms that incentivise sustainable energy

6 APEC Hanmer Springs 9 Nov 2004 Finance and Funding Regional meetings identified finance as one key issue Clear demand:  Projects that can provide orthodox returns – 20% plus – are attracting investors but still slow  Projects that offer below 10% return – limited donor support – very little other support Need to encourage public AND private sector participation

7 APEC Hanmer Springs 9 Nov 2004 REEEP Financing Support China  Feasibility study – Rabobank Equity Fund  Tsinghua Venture Capital VC Fund Brazil  Cooperative PV water pumping – Banco do Nordeste and others provide credit line  Study for equity / guarantee facility for small grid connected hydro & biomass

8 APEC Hanmer Springs 9 Nov 2004 REEEP Financing Support India  Himalayan RE lighting for productive uses – leveraging financing from local banks  RE Fund with Rabobank and others $17m ASEAN / Pacific  Establishment of a regional facility for RE & EE support and financing

9 APEC Hanmer Springs 9 Nov 2004 Attracting Investors  Investor forums held in South Africa, China, London and co-sponsors of two US forums  Key role to bridge the gap between policy and finance (policy makers and the finance industry)

10 APEC Hanmer Springs 9 Nov 2004 The Foundation for Sustainable Energy  Singapore-based foundation  ASEAN and Pacific markets  Provides early stage support and finance  Offers limited project finance on terms and conditions appropriate to the market  Engaged Singapore Govt, ASEAN, and local private sector  REEEP will be the catalyst

13 APEC Hanmer Springs 9 Nov 2004 E+Co Portfolio Performance Summary January 1998-May 2004  87 investments $8.8 million in 35 countries  17 Enterprises Written Off $1.02 million  11 Loans Repaid in Full $1.4 million; ROI 9.8%*  Projected Weighted Average IRR on Total Portfolio, after write-offs 7.4%  Modern Energy Services to 1.65 million people * ROI excludes enterprise development costs and a portion of operating costs, which are funded separately through contracts and grants
