2. Higher Education is organized around a combination of primarily state and national and institutional organizational units. Because the Occupational Supply Demand System (OSDS) recognized these key organization units in its design of educational and labor market information, the OSDS has become an important tool with which State Higher Education Officers are planning the alignment of higher education to the future U.S. economy. 2
