1 AUDIENCE MEMO Who- My target audience is Parents and Teachers (of Salt Lake County to be specific). Who else has the students best interest in mind more so than the educators and parents? I have the resources to carry out the solution stated in my proposal by myself, but there is power in numbers. I also am not a parent OR an educator of our youth. I figure Governor Herbert is more likely to take the opinion of a middle school teacher, than the opinion of a 21 year old female who is neither an educator or a parent. Hearing the voices of the citizens the bill will directly effect will hopefully give Governor Herbert some more perspective on the issue. Proposal- My proposal takes the form of a power point presentation. I chose this form of media because it includes my own voice as well as inviting the voices of others. I leave time in the end for questions and encouraged open discussions on the issue. I want my proposal to be simple, understandable and approachable. I would like everyone to feel that it is possible to take an active role in Bill HB363 8-7. Where- I will give my presentations to individual schools (upon request/scheduled appearance) as well as district meetings. Giving the presentation to both locations gives the proposal a better chance of reaching teachers as well as parents. I do not have the means or time to give the presentation to the entire state of Utah, so I will stick to just Salt Lake County for now.

3 HB 363 8-7 gives individual schools the option of opting out of Sexual Education Courses. If said schools do in fact choose to teach Sexual Education Courses they will be restricted to an “Abstinence Only” curriculum. This would also include no education on contraceptives, safe sex, as well information regarding sexually transmitted infections. WHAT IS BILL HB363 8-7?

4 THE DECISION Bill Hb363 has been approved up to the point that it is now up to one man. The final step in making the bill become a law in the state of Utah, lies in Governor Gary Herberts decision in whether or not to pass it.

5 WHO CARES? I am a citizen of Utah, and I do not support Bill HB 363 8-7. I feel that more knowledge is the key to making safe and healthy decisions as a young teenager as well as in adulthood. Although, I am not a parent. I do not have a son or daughter who will be effected by the passing of this bill.

6 REFLECTION UPON RESPONSIBILITY If you are against bill HB363, you have the right to express those opinions to your representatives. Or in this case, Governor Herbert.

7 TAKING ACTION There are several different ways in taking an active role in standing up against bill HB363. It is understandable that we cannot all go out and march to the capital. You are mothers, fathers and teachers with busy lives. But there are easy ways to stay updated with your fellow activists, keep up with the status of the bill and take real action in your community.

9 TAKING ACTION: VERBAL You can also CALL GOVERNOR Herbert directly and leave him a voicemail at 801-538-1000. If you do decide to call and leave a voicemail, here is the recommended script :"Governor Herbert, please veto HB363. Our children need to be given enough information about sex and contraception that they are able to make good decisions concerning sex."

10 TAKING ACTION CONT. This is not a call for money, it is a call to action. Simply keeping updated and current on the issue is part of taking action. By acting upon just one of the suggested efforts, you are making a tremendous difference in the battle against this bill.

11 DON’T FORGET There is power in numbers. Remember that you are never alone in the battle. You have community allies all around you that organize and mediate events, discussions and activism in your city. None of us can ensure the repealing of this bill on our own, so we need to keep in contact with one another.
