2 2 Chapter 1: Situation of Energy Statistics in the Residential Sector in EU M ESH PROJECT : P RODUCTION OF A M ANUAL FOR S TATISTICS ON E NERGY C ONSUMPTION IN H OUSEHOLDS Structure of the chapter and proposal of contents (1): Index of ChaptersContents 1.Situation of the energy statistics in the household sector in the EU: Competences and involved bodies Availability of different sources of information/methods of data acquisition on the household sector Systematisation of different experiences in synthetic profiles of statistical methods by types: Background: Responsible organisation; main objectives of the method; Interaction with European programmes/initiatives Technical features: Hypotheses; Sampling procedure; frequency; etc. Key methodological issues: Integration of info; complexity of operations; quality control; validation procedure; etc. Analyses of the data coverage of the existing systems of data acquisition. Reference: TF 2008 Targeted data and relevance according to TF 2008 requirements Reliability and quality of input and output data 2.Eurostat Strategy: Steps towards a new harmonised system Background: Preliminary discussion/actions in the frame of the EC and Eurostat SWG with focus on energy statistics in the household sector Assessment of SECH projects: Ex ante and ex post analyses of coverage of info in the countries involved. Further actions in the development of energy statistics in household sector Manual of statistics on households sector funded by ESSnet programme. Implementation of Regulation on households sector. Necessity of synergies, harmonization and dissemination of best practices in the ESS First proposal of creating Centers and Networks of Excellence (CENEX) Constitution of EUROSTAT Task Force 2008 and establishment of minimum requirements of information on statistics in the household sector to cover Justification/implementation of SECH projects

Determination of common patterns and differences among data acquisition methods considered in each coverage group Relevance of the individual analyses: Goodness of the statistical methods Statistical Criteria Identification of the most common elements used by methods in each coverage group Identification of innovative elements and potential of transferability Determination of common patterns and differences among methods within each coverage group

Definition of “best practice” Key factors to identify a “best practice”: innovation and excellence; effectiveness; efficiency; transferability; Qualitative assessment of statistical methods with regard to: Operational criteria, defined through a set of indicators agreed among all partners Obligatory nature Impartiality and objectivity Design of the data acquisition system Type of information collected Recurrence Units targeted for the data collection NUTS level Effectiveness Efficiency Accuracy, reliability and quality TF 2008 requirements: Availability of the required info by types of variables and categories (Must have; Nice to have; RES and fuel poverty) Quantitative assessment by means of: Operational criteria Synthetic coverage indicator (SCI) Overall index based on a weighting process of SCI and operational indicators Ranking of statistical methods in an overall index scale Selection of best practices/methodologies by type of method Lessons learnt and recommendations Identification of common elements to set up the basis of standardized methods according to each coverage group Structure of the chapter and proposal of contents (4):
