3 COOPERATION IN THE FIELD OF CIVIL PROTECTION BILATERAL AGREEMENTS- CROATIA – 2003 PART OF THE OFFICIAL DEVELOPMENT AID OF THE SLOVAK REPUBLIC - SERBIA (start 2006) PROJECT : „DEVELOPEMENT OF CIVIL PROTECTION INFRASTRUCTURE FOR MONITORING OF HAZARDOUS PHENOMEN AND REDUCING THEIR IMPACT“ Section of Crisis Management and Civil Protection, Ministry of the Interior, Slovak Republic

4 Status and motivation Infrastructure for monitoring particular phenomena was either obsolete or completely missing. The data from monitoring systems are crucial for fast and proper civil protection activities. However, the monitoring systems were not capable of providing fast and reliable data. Infrastucture for cooperation with particular monitoring systems was missing The infrastructure for acquisition of the results produced by particular monitoring systems is missing. Development of such infrastructure is necessary step after particular monitoring systems are developed/upgraded. The international cooperation was missing on the level of monitoring systems as well as on the level of civil protection activities The civil protection infrastructure in Serbia was beyond the needs. The main lack can be summarized as follows

5 Framework The Slovak Offical Development Aid supported development projects focused on development of the necessary monitoring and civil protection infrastructure. Serbian efforts followed the initial projects. Development of Infrastructurefor Rapid Earthquake Data Colletion and Exchange (DIRECTE) – project for development of monitoring infrastructure for seismology. Project budget: ~100 000 EUR Sharing the Data from the Infrastructure for Rapid Earthquake Data Collection and Exchange (ShareDIRECTE) – project focused on preparation of the infrastructure for delivery of products to civil protection monitoring systems as well as to public. Project budget: ~90 000 EUR Meteorological and Radiation Monitoring Automatic Stations, Data Collection System and Climatological and Radiation Database – project for development of hydro-meteorological monitoring infrastructure and preparation of radiation monitoring infrastructure. Project budget: ~200 000 EUR

6 Framework Development of civil protection infrastructure for monitoring of hazardous phenomena and reducing their impact (IMPART) – the project is focused on integration of particular monitoring systems and development of the backbone of the monitoring and alerting infrastucture for the Serbian civil protection. Project budget: ~90 000 EUR Project duration: December 2006 – June 2008 The real-time data exchange. The infrastructure for delivery of the products of the particular monitoring systems to the civil protection center will be developed. Alerting scheme. The scheme for production and delivery of the alerts to responsible institutions as well as to regional civil protection offices will be developed. International cooperation. International data exchange will be initiated within the project for meteorological phenomena. The experience of Slovak civil protection with integration to international cooperation (EADRCC, MIC) will be shared with Serbian partners.

7 Results achieved Seismological monitoring system State-of-the-art equipment on seismic stations Real-time data exchange Automatic tools for earthquake location and analysis Real-time data exchange with other countries – virtual seismic network The development of real-time data acquisition and exchange in Serbia is vital step in the process of forming national monitoring and warning infrastructure and has important “side-effects”: -It triggered the interest of other Balkan countries and contributed significantly to renewal of regional cooperation -It brought Serbian professionals into European community

8 Results achieved Meteorological monitoring system State-of-the-art automatic meteorological and autonomous precipitation stations Real-time data collection Real-time alerts based on thresholds All data in electronic formats - exchange with other institutions / countries more viable Central Operational Database – basis for integration of national monitoring, forecasting and international data. Such integrated basis is inevitable for models and warning systems.

9 Results achieved Civil protection infrastructure System for acquisition of the data from particular monitoring system The system acquires data from seismological and meteorological monitoring systems. It is open for incorporation of other types of data (e.g. radiation data). System provides operator interface for making decisions on civil protection activities (visualization tools, case scenarios). System provides tools for warning generation and distribution. System is open for international data exchange.

10 Expected results and future steps Client system for civil protection infrastructure The system for regional civil protection offices extensively communicating with central system. The system provides regional officers with reliable information and improves the communication of regional offices with central office. International cooperation The other projects showed significant potential in development international cooperation after implementation of the new systems/approaches. It is essential to use the potential also for civil protection and trigger the process of incorporation of Serbian civil protection into international organizations/activities. System development The implemented system is crucial part for acquisition of warning data from monitoring system and warning distribution. The system should be further developed for provision of more advanced features and integration with other civil protection infrastructure.
