Important Note ►Focus of these strategies does not involve the administrative claiming process that school districts currently engage in that is often associated with the delivery and support of special education services (school-based services). ►Child and Adolescent Health Centers and Programs instead of School-Based Health Centers (Reduces Confusion)

4. Local Partnerships ► Hospitals provide both resources and funding for the operations of school health programs. ► In Michigan, over 40 health centers and programs are operated by hospitals. ► Henry Ford Health System puts more than $1 million dollars for school-based and school-linked health centers and school nursing services in the Detroit area.

5. Local Support ► Health Departments through its funding from county funds – operate approximately 1/3 of Michigan’s SBHCs ► Health Departments have the ability to seek Medicaid match on preventative and outreach services for Medicaid children and youth at the local level on local funds

6. Local Support ► Billing for primary and preventative services by providers within the school based health centers ► Foundations provide local grants to many of the centers to administer programs and services to meet the unique health care needs of school aged children

7. State Partnerships STATE FUNDING ►General Funding within the State K-12 and Community Health Budget ►4.9 Million Allocated through a line item for Child and Adolescent Health Centers and Programs ►HCFA Waiver Approved to Match those Dollars

State Funding ► Medicaid Match: 56% Match on General Funds allocated to Child and Adolescent Health Centers ► Match is run through the Managed Care Plans as a School Age Rate with an emphasis on Outreach and Prevention Services for Medicaid and Uninsured Children and Youth ► This process doubles the number of health centers and programs within the state!

9. National Initiatives ► SCHIP Reauthorization ► Federal Authorization and Appropriation for School-Based Health Centers ► NCLB Reauthorization and Redesign ► CMS Regulations

10. New CMS Regulations ► Why Be Concerned about the other 3 Regulations? ► School-Based Administrative Claiming & Transportation*; ► Targeted Case Management*; ► Rehabilitation Services*; ► Intergovernmental Transfers*; ► Provider Taxes; ► Graduate Medical; and, ► Hospital Outpatient.

11. Impact of CMS Regulations ► Hospitals often use funds to support school health programs such as school nursing, school-based and school-linked health care centers, outreach activities – CMS regs could and do impact the degree in which these services are provided within schools

12. What Can You Do? ► Meet with Local Resources: ► Community foundations, ► Health departments, and ► Hospitals. ► Convene Parent and Youth Councils ► Invite State and Congressional Representatives to Schools

13. What Can You Do? ► Establish a coalition ► Engage multiple partners ► Join NASBHC ► Visit Washington DC and meet with Congressional Members ► Share stories about the need ► Speak from the heart
