2 Developing Care Markets Programme Care Bill (Clause 5) – new duty on local authorities to promote efficient & effective operation of markets (market shaping) to promote: diverse, sustainable, high quality services a range of different services for people to chose from. DCMQC Programme to support LAs Tailored mentoring to all English LAs with regional events, toolkit and discussion papers Helping to produce Market Position Statements (MPS) Capturing market intelligence and demand, structuring and encouraging local markets, market interventions where needed Delivered by IPC, collaboration with ADASS and wide range of providers & stakeholders MPS currently being developed include LA strategy on personalisation & factual trend data on Direct Payments – opportunity to discuss with providers and refine information that would be helpful
4 Challenge DCMQC ends this year – what further support might be needed to encourage market shaping, better commissioning and personalisation? Opportunities To engage with providers to consider alternative ways of providing personalisation such as Independent Service Funds MPS will provide a public face to different approaches to ASC commissioning and allow discussion about and comparison of best practice
