1 Governance Definition: The use of the institution’s structure of authority and collaboration of its employees to allocate fiscal and personnel assets to accomplish the mission of the college district. College Mission: “…creating student success through educational leadership” The word “governance” derives from Latin origins that suggest the notion of “steering” an organization or society in contrast of the traditional “top-down” approach of governments “driving” society or the distinction between “power to” in contrast to government’s “power over.”

3 Internal Governance Objective: develop an inclusive internal governance system that represents all constituencies and will lead to decisions in a timely and responsive manner

4 Internal Governance First Steps: Learn what employees like and don’t like about our current system –Surveyed all standing committee members from 2005-06 and employee group leaders for 2005-06 and 2006-07 –Conducted personal interviews with leaders in the areas of academics, administration, and student services Online research of governance systems in other institutions

5 Internal Governance Common Threads from employee feedback –Communication needs to be improved –Many of the committees do important work but should not be governance committees –The process is often slow and cumbersome –Faculty Senate should have a larger role in academic decisions –C&S is spending too much time checking grammar and should have a separate process for that task –C&S should be a faculty committee –Some committees had inconsistent meeting habits and some members did not feel their time was well spent –Some committees members felt they should have a budget and more power to implement ideas –The system needs to be simplified so decisions can be made in a timely manner and still provide opportunities for employee participation

6 Proposed Governance Structure Types of Committees –Governance: handles policy issues –Working: defined area of responsibility; active workload at each meeting –Advisory: interact regularly and provide input and feedback to area chief administrator –Ad Hoc: meet short term for a specific purpose

7 Committee Membership Some committee positions are appointed by position, others are voluntary Volunteers are recommended by employee chairs and appointed by the President Terms are two years with approximately 50% of the positions available each year Minutes from all governance, working, and advisory committees shall be posted in public folders
