3 State Goal StateGoals Georgia None South Carolina 40% recycling rate by 2020 (MSW) Disposal rate of 3.25 pounds per person per day or less North Carolina Activity rather than numeric goal Tennessee 25% waste reduction goal in current legislation Plan proposes 40% recycling rate by 2025 and Disposal rate down to 3.5 pounds per person per day or less Florida 75% “recycling” rate, includes waste to energy Alabama 25% 3

4 Reporting Requirements StateReporting Requirements Georgia Disposal facilities report tons received South Carolina Disposal facilities report tons received Counties report recycling activities & the amount of municipal solid waste recycled within their jurisdictions Municipalities, businesses and recyclers report recycling on voluntary basis North Carolina Counties and municipalities report annually on source reduction, reuse, recycling and composting programs and the tons of each material collected (they do not include privately collected tons). Tennessee Planning regions report annually tonnage disposed, recycled, diverted and waste reduction activities and local government grant recipients must also report tons recycled by material and sector Florida Counties report tons collected, disposed and recycled. Recovered Materials Dealers report tons processed and recycled. C&D facilities report amount processed and recycled 4

7 State Resources: Grants and Loans State Waste Reduction, Recycling, Planning Grants Georgia None South Carolina $1 million in FY14 plus used oil and tire collection grants and college and university recycling grants North Carolina Annual appropriation of $1.1 million for recycling grants split between public and private sector with different priorities each year Tennessee $6 million including grants for composting, convenience centers, waste reduction, recycling equipment, diversion rebates, and used oil collection All provided funding for development districts to provide technical assistance, HHW collection centers and event, waste oil and waste tire collection and clean-ups 7
