3 MAY 2010 WALES, Ltd. Why Regional Defense - 3/15 UNCLASSIFIED INTRODUCTION – WHAT IS REGIONAL DEFENSE? Regional Defense is the attempt to utilize the resources of sensors and weapon systems deployed in multiple theaters to provide optimized defense for the entire Region (i.e. the union of Theaters) Regional Defense is based on the mutual consent of National entities to allow utilization of their assets for the common good – i.e. it is based on achieving a “win-win” situation in which all parties stand to gain, at a minimal risk of losing anything through their contribution The purpose of the current presentation is to explain why such win-win situations may be expected to emerge, and why it is not possible to realize the benefits by the means available at the Theater level WHY REGIONAL DEFENSE?

The presentation is based on knowledge and understanding of this topic gained at WALES, Ltd. over a number of years through: –Participation in large scale multi-national exercises –Dedicated Israeli Test Bed (ITB) experiments –Theoretical and technical analyses The examples given all use generic, unclassified weapon systems and sensors, but they represent trends observed during the actual research WHY REGIONAL DEFENSE?

Why Regional Defense - 9/15 UNCLASSIFIED SOME EXAMPLES In this example, two adjacent countries are attacked by a common enemy, using long range Ballistic Missiles The countries have some defense means of their own, and are reinforced by ship-based assets from a third- party Two defense configurations are shown: –Each country operates its own systems, without data links –The BMC of the second country (Green country) performs “engage on remote” based on data from the radar of the first country WHY REGIONAL DEFENSE? Why Regional Defense - 12/15 UNCLASSIFIED MAJOR LESSONS LEARNED Regional Defense can contribute significantly to the achievement of joint goals, in the following areas: –Improved coverage (more intercept opportunities for all threats) –Robust coverage (utilization of longer range defense assets outside their immediate deployment country) –Response to contingencies (loss of systems, depletion of interceptors) –Better SIAP (different sensors) –Improved overall P k (diversification of defense means) –Improved BFL (more data sources) POTENTIAL BENEFITS OF REGIONAL DEFENSE WHY REGIONAL DEFENSE?

In order to achieve the benefits of Regional Defense, several issues require further treatment: –Different deployment considerations than in regular defense (taking into account Regional DAs) –Wider Defense Planning (Fire Solutions) considerations (e.g. contamination assessment, debris handling) –Combined Control and Coordination before / during battle –Combined BFL –SIAP conflicts reduction and Target Selection COMPLEXITIES OF REGIONAL DEFENSE WHY REGIONAL DEFENSE?

14 MAY 2010 WALES, Ltd. Why Regional Defense - 14/15 UNCLASSIFIED MAJOR LESSONS LEARNED (Cont.) The following Operational requirements should be met: –Pre-battle joint definition of goals, deployment and responsibilities –In-battle joint Command and Control (possibly through an RBMC node) –Post-battle joint BFL process –Interceptor consumption/stock The following Technical issues should be dealt with: –Joint planning tools –Defense Plan Sharing (DPS) and on-line exception handling tools –Interferers prediction (debris, contamination…) –SIAP generation tools and unified Target Selection REQUIREMENTS FOR REGIONAL DEFENSE WHY REGIONAL DEFENSE?

Why Regional Defense - 15/15 UNCLASSIFIED SUMMARY Regional Defense is becoming both an urgent need, and an emerging reality: –The threat, the geometry/(ies) and the defense systems available create it of themselves It is not a by-product of Global, or of Theater level Defense: –The problems to be tackled and the solutions that may be adopted have unique features The possible benefits are significant, but in order to achieve them some important requirements should be met Take all the ingredients and add a pinch of bat wings, the horn of a unicorn, and a lot of faith…… WHY REGIONAL DEFENSE?
