2 2 Shortfall Ranges challenged to meet expanding customer requirements on a shrinking budget Ranges becoming more reliant on each other Int’l Ranges “scientifically disconnected” –Results in inefficiencies like: Duplication of developments Redundant capabilities Interoperability challenges Lack of Trade “technical exchange” No International Forum exists to address –Pseudo “International” societies limited

3 3 Recommendation Establish an annual International Test Range Workshop as a forum for the advancement of test range sciences (telemetry, instrumentation, safety, scoring, operations, etc) to promote the free exchange of ideas to met increasing international test range customer requirements Create a Int’l Board of Range Directors to promote/oversee Co-Host this forum with established conferences Rotated internationally “

4 4 “Chandipur Manifesto” NACORT 2006 (Chandipur, India) –Inaugural Indian Range Conference –Very Successful –Keynotes from AFFTC (US), Woomera (AUS), ITR (India) identified shortfalls –Those Range Directors informally agreed to promote a “Int’l Test Range Workshop” as an international data exchange forum –Create a “int’l board of range directors” to oversee –Gather other sponsors (RCC/IRIG, ITEA, SFTE, AIAA, ETTC, IFT…) to promote/participate –Rotate regionally Target ETC 2008 (Germany) as first event

Test Ranges “unique” in World –US RCC Standards widely utilized –No path for Internationals inputs to Standards Would help expand Ranges Technically –More exposure to international range R&D –Larger Tech base for Std reviews Expanded international “interoperability” –Access to capabilities not available nationally –Easier for adminstrations to work internationally
