3 I n t e g r i t y - S e r v i c e - E x c e l l e n c e Introductory Statement Small business opportunities are challenged by perceptions that the contribution of small businesses - and the programs that support them – are nothing more than bureaucratic nuisances that add risk to the success of missions and that achieving a percentage goal is more important than accomplishing the mission.

4 I n t e g r i t y - S e r v i c e - E x c e l l e n c e Introductory Statement Consider the potential impact of the following: Policies that promote consolidation of requirements; Broad contract scopes; Full and open competitions vice small business set asides; Multiple award contracts All of the above have significant and long-term impacts on the health and availability of the small business industrial base. They represent policies that make it more difficult for small businesses to participate in the federal procurement process.
