9 AGREEMENTS AND DECISIONS…. SWANCC: Solid Waste Agency of Northern Cook County (SWANCC) vs. U.S. Army Corps of Engineers (January 2001). Forced Ohio to enact Isolated Wetlands Law. RAPANOS: Rapanos v. the United States the Supreme Court. Rapanos required a jurisdictional determination (JD) by the USACE to determine a wetland or a tributary is a water of the U.S..
