2 THREE BRANCHES OF GOVERNMENT LEGISLATIVE BRANCH –Established by Article I of the Constitution –Make laws –Has the power to impeach or confirm judges –Confirm presidential appointments –Can override a presidential veto with two-thirds vote of the majority.

3 THREE BRANCHES OF GOVERNMENT LEGISLATIVE BRANCH –Congress has expressed powers – Powers directly stated in the Constitution. –Enumerated Powers are so called because they are numbered. Enumerated powers are expressed powers by number. –Elastic clause – is also called the Necessary and Proper clause because it gives congress the power to do whatever is necessary to carry out the expressed powers.
