3 Floods in the Lower Mississippi Valley n Levee construction begins in 1718 n Increasing state and Federal involvement n Rising flood heights and larger levees n Floods cause crevasses (breaks in the levees which flood adjoining areas) n The Bonnet Carré Crevasses occur between 1849 and 1882

4 The Great Flood of 1927 n Floodwaters cover 27,000 square miles n Approximately 250 - 500 people die n 700,000 people are homeless n 137,000 buildings damaged or destroyed n $347 Million in damages ($4.4 Billion in 1993 dollars) n 13 major levee crevasses occur n Levee at Caernarvon is purposely breached to save New Orleans

12 Corps abandons “Levees only” Policy n Corps recommends Jadwin Plan which drops “levees only” policy n 1928 Flood Control Act gives Corps jurisdiction over flood control in Lower Miss. Valley n Bonnet Carré selected as site for controlled spillway to protect New Orleans

16 The Bonnet Carré Spillway n Component of the Mississippi River & Tributaries Project authorized in 1928 n Built between 1929 and 1936 n Protects New Orleans by diverting flood waters to the Gulf of Mexico via Lake Pontchartrain n Operated first in 1937 and eight times thereafter (1945, 1950, 1973, 1975, 1979, 1983, 1997, 2008) n Design capacity is 250,000 cubic feet per second
