2 S T A T I S T I C S A U S T R I A May 13th – 15th 2008 2 Census test Oct 31th 2006  Full register based census  With financial consequences: distribution of revenues and expenses between the state, the federal states and the communities on the basis of the number of main residences  Without consequences for elections (number of seats in parliament for regions)  With a sample survey to check the results (surface area sample with 25.000 persons = 3‰) with obligation for the population concerned to answer the questions

3 S T A T I S T I C S A U S T R I A May 13th – 15th 2008 3 Matching of register data  Special data protected key  By „branch-specific personal identification number official statistics“ (bPK AS)  Produced by the data protection office due to name, date of birth, birth place via ZMR (central population register)  Registrar has to order this PIN in an encrypted (ciphered) form for his data, which he has to transmit to Statistics Austria  Statistics Austria decrypts (deciphers) these PIN and uses this PIN as a common matching variable

Social Security Nb  198.000 records only in CPR  entry should be in minimum two registers (e.g. CPR + UR, CPR + CSSR)  statistical matching by address, sex, age  58.000 cases left only in CPR  residence analysis  Persons not matched  Correct persons´ information, but with entry in the CPR only (retiree with pensions paid from abroad)  Non-active register entries  deletion

14 S T A T I S T I C S A U S T R I A May 13th – 15th 2008 14 results of census test (4)  Problems – improvements are necessary  Commuting data for employees  new register information for the census 2011  Forming persons to households = living in the same dwelling (lack of door number of dwellings), marital status is widely missing  family statistics  Dissemination of the census 2011  Cubes for Eurostat  no problems
