3 Welcome to the Collective Bargaining Agreement  The collective bargaining agreement is a contract between a hospital and a union that outlines the hiring, promoting and benefits for the nursing staff.  It is required that the contract is followed to the exact specification that is outlined.

4 Who is this agreement between?

5 National Nurses United and MedStar Washington Hospital Center  National Nurses United  professional organization for registered nurses who live and/or work in the District of Columbia.  negotiates contracts that make sure nurses’ pay is competitive and commensurate with experience, years of service, responsibility, autonomy, and education  guaranteed benefits, equitable policies, fair representation, job security, and practical solutions to everyday workplace problems affecting the professional lives of nurses  MedStar Washington Hospital Center  not-for-profit, 926-bed, major teaching and research hospital  the largest private hospital in the nation's capital and among the 50 largest hospitals in the nation  during fiscal year 2011 (FY11), the hospital had 411,514 outpatient and 40,192 inpatient visits, as well as 4,079 births  The hospital employees approximately 1,600 nurses

6 So what is the issue?

7 Access and Interpretation of the Collective Bargaining Agreement  The issue is that the contract is not always available for nurses to view.  Misinterpretation often occurs because adequate information is not provided to the nursing staff about the contract  This is the specific contract that governs the working environment and is only available by request in paper form.

8 When is this issue encountered?  This contract is most importantly used when nurses apply to change/transfer positions  This proves to be a challenging hurdle for the nurses as well as the Human Resources staff

10 How can we improve this issue?  The implementation of an electronic copy of the collective bargaining agreement that can be accessed at any time to gain more insight on the exact rules and regulations that govern the nursing staff at MedStar Washington Hospital Center

11 NURSING APPLICATION PROCESS WITH THE USE OF ELECTRONIC COLLECTIVE BARGANING AGREEMENT

12 Timeline Provide the IT team with a paper copy of the current collective bargaining agreement IT enters the paper copy in to the electronic form IT uploads format into the hiring system “Hiring Manager” and allows HR to send the file electronically Nurses will receive an electronic copy of the collective bargaining agreement with reason for transfer denial along with specific reference for denial. Week One- Week Three Week Four- Week Five Week Six

13 Change Theory – Kurt Lewin Unfreeze Change Refreeze Inform nursing Staff of the changes being made Ensure that they will no longer need to call HR for clarification on hiring decisions Implement the electronic copy of the collective bargaining agreement and forward it with every denial of transfer Ensure the standard procedure of decline and ensure reasoning is being provided

14 Result With the implementation of the electronic collective bargaining we would hope to simplify and streamline the process of understanding and interpreting the agreement
