2 Snohomish County Sheriff’s Office Special Investigations Unit n 98% of our investigations involve crimes where the victim has been assaulted by someone they are related to or are acquainted with. n New data shows that children are more likely to be sexually assaulted between 8 a.m. and 6 p.m. n Children are also more at risk of sexual assault in their own home, by either a relative or an acquaintance.

3 Snohomish County Sheriff’s Office Special Investigations Unit n Children ages 12 to 17 are more likely to be sexually assaulted by an acquaintance rather than a family member. n Out of every 18 violent crime victims, one is under age 12; and of those victims, more than 33% are under age 7, and almost half of them are female. What are we doing to protect our future?

9 Offender Accountability Act n The RISK the offender poses to the community is the driving force of the act. n The offender is expected to ACTIVELY participate in the supervision plan to ensure ACCOUNTABILITY to the community. n The COMMUNITY is our client and its residence our partners. n Proactive INTERVENTIONS with swift and sure consequences targeted to the offender’s risk areas and responsive to the community’s needs. n Effective and efficient use of RESOURCES based on risk.

10 Restorative Justice Crime is a violation to the victim and the community and the offender needs to be held accountable. –Defines accountability for offenders in terms of taking responsibility for actions and taking action to repair the harm caused to victims and communities. –Requires the offender to be an active participant in reparation to the victim and the community. –Allows victims and the community to be involved in holding the offender accountable.

11 Special Sex Offender Sentencing Alternative n Suspended sentence with local jail time n Three years of community custody or length of sentence, whichever is greater n Three years of sex offender treatment with provider, and has to complete treatment n Violations return back to court and judge may impose jail time or revoke sentence and offender goes to prison

12 Twin Rivers Sex Offender Treatment Program Treatment serves to: n Hold offenders accountable n Teach offenders to avoid new offenses n Help the community monitor and control offenders

13 Twin Rivers Sex Offender Treatment Program n DOC also offers treatment in the community n Convictions for new sexual offenses equal 6%

14 End of Sentence Review Committee n Risk level classification of sex offenders n Done before release to community n Referrals for Civil Commitment n Law Enforcement Alerts n Other Notifications

18 Department of Social and Health Services Division of Developmental Disabilities n Community Protection Program is for adults eligible for services from the Division of Developmental Disabilities: –Convicted of a crime of sexual violence –Convicted of or charged with acts directed towards strangers –Convicted of and/or charged with a sexually violent offense and/or predatory act, and may constitute a further danger –Has not been convicted and/or charged but has a history of stalking, sexually violent predatory act, and/or predatory act based on current behaviors. –Has committed one or more violent crimes.

19 Department of Social and Health Services Division of Developmental Disabilities n Community Protection Programs provide specialized supervision and support services including, but not limited to: –24 hour supervision –Access to specialized treatment –Safeguards and structures that protect neighbors and community members.

20 Snohomish County Sheriff’s Office Sex Offender and Kidnapping Registration n Who has to register n Community Notification n Tracking of Offenders

21 School District n Notice of release sent to school district from juvenile parole n Contact made by law enforcement about release of offender n Conditions of release and type of crime are explained to district’s designee at the district n District provides school for law enforcement to hold meeting on Level 2 and Level 3 offenders n Notice is mail to citizens within Snohomish and Not sent home with the children

22 School District n Release flyer given to school district n Flyer is dispatched to relevant schools and transportation n District will not distribute information received from the general public n Information about a possible offender will be referred to the appropriate law enforcement agency n District will follow law enforcement agency recommendations regarding release of information
