5 Key Changes in Testing Policy and Procedures

6  Policy Regarding Composition Retention and Duplication No duplication of the October Exit Level Retest Written Composition or Open Ended Responses

Student Portal The Student Portal provides students and parents with online access to scores from the Texas Assessment of Knowledge and Skills (TAKS), including TAKS-Modified (but not including TAKS-Alt) and the Texas English Language Proficiency Assessment System (TELPAS) assessments. Specific Features of the Student Portal: Viewing student assessment results over the course of a student’s academic career. Comparing individual student TAKS assessment results to campus, district, and state averages. Examining student performance on TAKS, including individual student scale scores and objective scores. Examining TELPAS examinee proficiency ratings, comprehension scores, and composite score/rating. A brochure about the student portal is available on the district common. Accountability/Portal – Parent and Student

Cell Phones The use of cell phones or other two-way communication devices is prohibited during testing for students and test administrators. The district cell phone policy must read prior to testing. The reason is that cell phones can…. –disrupt the testing environment, –be used to cheat by obtaining unauthorized assistance on test content by students, and can –be used to image secure tests and compromise the confidentiality of the test with their camera feature by students and teachers.

Answer Documents

Bubble accommodations prior to testing. Demographics need to be verified prior to testing. Score codes are marked by the test administrator. For each subject area tested, only ONE bubble should be gridded in the TEST TAKEN INFO field to show which assessment the student was administered. –Determine if the student is eligible for TAKS, TAKS (Accommodated). –Follow the same steps to grid the TEST TAKEN INFO field even if the student is absent from the test or illness/test irregularity occurs during testing. Answer Documents

XL Retest Type of Test: TAKS or TAKS ACC (even if absent, bubble what the student would have taken) Accommodations (pre-bubble) Score Codes (P=Previously Passed Sections, X=Ard Decision) LEP Postponement Demographics

Test Administration Procedures and Test Administrator Responsibilities

Test Administrator Responsibilities (Before Testing) Read the 2012 TAKS manual and the general security manual. Attend test administrator training. Attend general security training (annually) Complete all 3 of the training modules produced by TEA (only for new test administrators) (www.texasassessment.com/TAo nlinetraining)www.texasassessment.com/TAo nlinetraining Sign the oath prior to handling any secure test materials. Be responsible for all secure testing materials once issued by coordinator. Assist Campus Coordinator(s) in preparations for test administration. This means making certain that student’s names and demographic information are completed accurately. Complete the seating chart EVERYDAY “Do Not Disturb” sign must be posted on door Prepare test materials for distribution to students. Make certain each student has a test booklet, an answer sheet a #2 pencil with an eraser.

Honor Statements Students in grades 10-12 will be asked to sign an honor statement immediately prior to taking TAKS and TAKS-M assessments. The language will appear on the answer document. Sign it in pencil. By signing my name, I agree that I will not give or receive unauthorized assistance during the test. I understand that giving or receiving unauthorized assistance during the test is cheating and may result in the invalidation of my test results. The test security supplement contains a sample letter to parents regarding the honor statement. Test administrators are not required to check to make sure students sign their honor pledges.

Test Administrator Responsibilities (During Testing) Sign the Materials Control document when checking out materials. Ensure that proper testing procedures are followed. This means reading the testing script exactly as written. Read the Humble ISD Cell Phone Statement Actively monitor test administration at all times. Students are never to be left alone during testing sessions. Provide a quiet and comfortable environment for each student taking the test. Ensure you double check each student’s answers on his/her answer document for completion and not accuracy. Report any problems to the Campus Coordinator(s).

During Testing Procedures Do not allow students to bubble in the demographic fields on the front of the answer document. No cell phones, ipods, Nook, Kindle or other two-way telecommunication devices (students or teachers). Students may use highlighters in non-scorable test booklets. No scratch paper for any TAKS testing (except as an accommodation or for an online test). Test administrators are not allowed to answer any question relating to the content of the test itself. Test administrators cannot leave the room unless a trained substitute test administrator is present. May change testing rooms as long as test security is not breached. Follow procedure in coordinator manual. Test Administrator Responsibilities (During Testing)

During Testing Procedures Reinforcing, reviewing, and/or distributing testing strategies during an assessment is strictly prohibited. You cannot require students to use any particular test taking strategy. Students can use test taking strategies but you cannot require them to do so during the testing. This includes first marking answers in test booklet and then transferring them later to the answer document. Students must be allowed to work (not sleep) at their own pace. Students may not be directed to speed up or slow down. Students must remain seated during testing and are not allowed to talk while test booklets are open. Students are not allowed to work on a previous section of the test or a section that has not yet been administered. Brief breaks in the testing room are allowed at the discretion of the test administrator. Lunch breaks are permitted, however students must remain as a group and be monitored by a trained test administrator so they do not discuss the test. Test Administrator Responsibilities (During Testing)

Seating Chart Rule Seating Charts are required for all test administrations. Seating Charts must include: –Location of testing session (campus, room) and a brief description of the testing area (classroom, library, broom closet, etc.) –The assessment being given including grade and subject. –The first and last names of the test administrator(s). –The first and last names of each student and where they were seated for testing. –Student unique identifier (local or PEIMS number)- ask your campus testing coordinator which number to use. –Student test booklet number. –For TAKS, there is NOT a 4-hour time limit!!! If students are re-grouped during testing an additional seating chart will be needed for the new group. The new seating chart should indicate the time students were regrouped.

Directions ELA pages 70-78 Math pages 109-118 Science pages 119-128 Social Studies pages 129-136 *At this point, we have not been informed of a TAKS Exit Retest supplement as in 2011- 12.

Science Supplies No. 2 pencil with eraser Access to a 4 function, scientific, or graphing calculator (one calculator per every 5 students)- must clear memory before another student can use it Science chart

Social Studies Supplies No. 2 pencil with eraser

Time Requirements for Testing All TAKS tests are untimed. Each student must be allowed to have as much time as necessary to respond to every test item. Districts are not required to test beyond the regular school hours, but they are free to do so if they so choose. –Humble ISD guideline for state testing – testing ends at the end of the school day, however campuses can extend it if necessary. –It is important for all campuses to begin testing within the first hour of the school day to allow students adequate time to complete their TAKS tests.

Lunch Procedures {discuss campus lunch plans}

Emergency Plan {Discuss emergency plan… what to do in case of fire alarms, weather issues, etc.} REMEMBER THE SAFETY OF THE STUDENTS IS FIRST

Test Administrator Responsibilities (After Testing) Inspect the answer document to be sure the student bubbled in answers as instructed. This is also the last time to have students erase stray marks and darken answer choices if needed. Bubble in the score code on the answer document After student testing materials are collected, students may be allowed to quietly read books or leave the testing room. (Must not disturb others still testing.) Immediately after each test session, the test administrator must return all test materials to the campus coordinator. Sign the bottom part of your oath on the last day of testing if providing an oral accommodation.

Make Up Testing NO MAKEUPS allowed for XL Retest

Returning Testing Materials TAKS

Preparing Materials for Return Verify that no answer documents have inadvertently been left in test booklets. Verify that student information, test taken information, score code are all bubbled prior to returning answer documents to the coordinator.

Packaging Materials {How do you want the testing documents returned to you- remember you must be able to account for every book, answer document, additional book if oral}

Test Return {Where do you want items turned in?} {Process for monitoring students while testing tubs are being returned… ex. Hall monitors will watch the class}

Accommodations

WHO CAN USE ACCOMMODATIONS?  General education students with special needs  Students receiving services through Section 504  Students receiving special education services  Unique to one student  Should not be provided to an entire group  One-Size-Fits-All ≠ Individualized

Testing Accommodations  Are changes to instructional materials, procedures, or techniques that are made on an individual basis and allow a student with a disability to participate in grade-level or course instruction and testing  Should be evaluated regularly to determine effectiveness and to help plan for accommodations the student will need each year  Maybe appropriate for classroom use, but not allowed on state assessment  Routinely and effectively used  Individualized for each student  Are not changes to the content being assessed and should not replace the teaching of subject- specific knowledge and skills as outlined in the TEKS  Should not be provided to an entire group of students, such as those in the same class or disability  Are not necessary for every student  Should not be provided to a student without evidence of effectiveness

Accommodations Manual Accommodation manual is from 2010-2011 Contains information about accommodations for TAKS, TAKS (Accommodated). Testing coordinators will PRE-BUBBLE all allowed accommodations prior to the administration Any accommodation request form (ARF) initially submitted for an exit level test is valid for the duration the student continues taking the retest; however, special ed. must verifiy the student still needs the accommodation.

ROUTINELY USED  Accommodations should be routinely used during classroom instruction, assignments, and testing. This doesn’t mean that the accommodation must be used everyday.  By analyzing observation data and assignment/test scores with and without the use of accommodations, an educator may be able to see how the student has gained skills, overcome weaknesses, or progressed in the curriculum. Or it may confirm that the student still struggles in certain areas.  Do not provide a new or unfamiliar accommodation on statewide testing day.

Special Ed & 504 Testing The current accommodations tracking tool will be completed by the campus ARD facilitator and emailed to the campus testing coordinator prior to testing. Testing plans will be based upon the accommodations specified in the tracking tool, including Impact.

Oral Administration Not available on the XL Retest ELA test Available (for those students that meet the qualifying conditions in the Accommodations Manual) for Math, Science, and Social Studies Refer to pages 69-79 prior to administering a test orally There is only one form for TAKS in the XL Retest and there is only one form for TAKS Acc in the XL Retest Test Administrator must sign Section 3 on the oath after the completion of the test

OA- Levels of support Be aware of the different levels of reading support that can be provided during an oral administration –Know whether the student can change levels –Based on the student’s documentation (ARD minutes, 504 plan)

OA- NOT’s Test administrators must NOT rephrase, clarify, or interpret any test content Nonverbal assistance may NOT be provided to students

Coordinator Instructions Prior to Testing Train all campus test administrators Reserve rooms Notify students of testing Verify pre-codes Bubble accommodations Register OOS students Maintain an accurate list of all students who need to test, including those who are exempt, new students and retesters.
