3 Agency authorization and how DGGS manages resources DGGS has no regulatory authority and does not manage resources How DGGS permits projects DGGS does not permit projects

4 DGGS process and how we work with ACMP There is no formal process for the way DGGS works with the ACMP In my view, a good process, if one is developed, would do the following: Ensure that high-risk projects are reviewed Ensure that Coastal Districts, ACMP, OPMP, consultants, and others have easy access to existing hazards information Develop and implement a community hazard mapping program (that does not reinvent the wheel)

5 How DGGS participates, comments and lends expertise to the consistency review process DGGS staff function in a reactionary way, fitting in ACMP requests in between other projects with known deadlines Usually DGGS gets involved in the consistency review process when requested by a reviewer or applicant DGGS reviews related to hazards are not done for most proposed projects A risk-based criteria may help ensure that high-risk projects get a review by DGGS

9 Hazard Area Designations DNR may designate hazard areas during the consistency review or plan revision process Districts may request hazard area designations during the consistency review process DGGS can propose hazard area designations during the consistency review process A scientific basis is required for hazard area designation OPMP has the authority to designate hazard areas during the consistency review Designations that occur during the consistency review process only last for the project – need a public process for permanent designation Public process can be initiated by DNR (DGGS, OPMP) or the Coastal Districts
