5 Alcohol …. is a drug which causes real harm for our whanau, families and communities

6 Nationally, alcohol harm  Cancers  Breast cancer particularly – 3 drinks per day increases risk of breast cancer by 50%  Between 600 – 3000 babies born each year with Foetal Alcohol Syndrome Disorders  Male drinkers 18 – 24 years old: 43% had hazardous drinking patterns

7 Nationally, alcohol linked  With ROAD INJURIES: 28% of all road traffic injuries  With DOMESTIC VIOLENCE, CHILD ABUSE & NEGLECT  With up to 46% of all CRIMINAL OFFENCES  With over 10,000 SEXUAL ASSAULTS annually  Over 62,000 PHYSICAL ASSAULTS annually

8 Northland harm…  21% drinking ‘harmful to health’ (NZ = 17%)  Amongst highest domestic violence rates  Alcohol in 41% fatal / serious crashes; 28% injuries  Excessive alcohol consumption a great risk…

9 Whangarei harm… Emergency Department: 15 months of just the injuries  At least 12.7% (601) of all injuries involved alcohol  34% of admissions of males 20 – 24 years involved alcohol  30% of admissions of females aged 20 – 24 involved alcohol

10 Whangarei harm… Whg Emergency Dept 2013 – 2014: Alcohol involved in  19% - 22% of admissions for injuries to multiple parts of body, to head and brain, and for poisoning  340 admissions for injuries to head and brain  56% of admissions from interpersonal violence  41% of admissions for self-inflicted injuries

11 Alcohol …. Not just any other shopping item… 

12 Waipapa – State Highway 10 24 hours a day 7 days a week

13 Whangarei density…  Contributing to harm: Too easily available  62 off-licences (bottle stores etc)  One for every 975 people over 15 years  North Island average much lower (1 : 1300)  Reduce availability = helps reduce harm  Reduce exposure of youth and children = proven benefits

14 LAPs…. Community to have a say about where / when alcohol is sold, drunk so harm can be minimised Council to act on those concerns. Expert advice from Health and Police.

15 Location…. Bars and taverns nowhere near  Places used by youth and children  Mental health / addiction services  Schools, child care… etc ‘Not around my kids!!’ ‘Not near our hospital!!’

18 Density…. No new bottle stores etc!! ‘Enough is enough!’ Already many more than Nth Island ave. No more bars and taverns Unless strict conditions met

19 No renewals….  No on-licences (bars, taverns) and off-licences (bottle stores, groceries, supermarkets) renewed… … unless meet tight conditions ‘No automatic renewal’ ‘Raise the bar’

21 Hours….  Off-licences (bottle stores, groceries, supermarkets) hours not longer than 11am – 9pm  2 / 3 of community support this approach

23 Hours….  On-licences (bars, taverns, nightclubs) open to sell alcohol no longer than 12 midday to 1am  ‘Who needs to drink before midday?’  Community don’t want early opening  Close for alcohol 1am – but ENTERTAINMENT LICENCE until 3pm

25 Enough alcohol outlets - no more. Remove the harm in sensitive locations. Renewals no longer automatic. Reduce the hours outlets open for sale of alcohol. Alcohol Action Tai Tokerau
