Improving quality for citizens Presented and approved during the Parma International conference (21st November 2003) The Handbook was conceived as a work in progress. The Handbook has been downloaded from more than 4000 users and distributed in 500 printed copies. 15 The handbook test bed The test bed has been done through a questionnaire where the responsible of web site with the support of the technical and editorial staff, has annotated all the aspects of their Web project, on the base of the model offered in the Handbook. The questionnaire was conceived as a diary: more versions were produced and distributed in the WG. The case studies annotated also the utility and the problems of the Handbook during their activity.
