1 NCTPA ACCOMPLISHMENTS

2 NCTPA Overall Work Program (OWP) Serves as a reference to be used by citizens, planners, and elected officials throughout the year to understand NCTPA’s objectives and how these will be met through the regional comprehensive planning process and agency efforts.

3 NCTPA Newsletter Started in February 2010 to educate the pubic about what NCTPA does as an Agency. Four Newsletters have been issued to date occurring every other month.

4 NCTPA Green Certification NCTPA received a certificate of recognition from ABAG for being a green certified public agency. This made NCTPA the first green certified public agency in Napa County. Going “green” requires a business to adjust its practices so that it uses renewable resources and takes responsibility for the environmental impact of its activities. 86 Napa County business’s certified to date.

5 New Buses Improves Service and Air Quality NCTPA secured over $5 million in federal ARRA and state transit funds to replace 18 buses and vans in the VINE and VINE Go fleet.

6 New Low Emission Gas/Electric Hybrid Buses NCTPA received four new low emission hybrid buses to take the place of four older diesel buses. The new buses will reduce fuel consumption and maintenance costs.

7 Trancas Park & Ride Construction was completed the summer of 2011 and shelters are soon to be installed. The Trancas Park and Ride lot was constructed on time and under budget.

8 Soscol Gateway Transit Center After 12 years of development, the new multi-modal regional Napa Transit Center became a reality. On September 30, 2011 an official groundbreaking ceremony was held.

9 The VINE Trail Linking Communities The Greenway Feasibility Study is a study commissioned by NCTPA that outlines a plan for a multi-use trail from Calistoga to Vallejo. NCTPA continues to work with VINE Trail Coalition to find ways to plan, design, and implement other transportation investments in our region.

10 Jameson Canyon Safety and Widening Project to Begin The major road widening and center median safety barrier construction is scheduled to begin in late 2011. Utilities are currently being relocated. This $140 million project has been a collaborative project between Solano Transportation Authority, Caltrans, and the NCTPA.

11 Disadvantaged Business Enterprise As a recipient of state and federal funding, NCTPA is responsible for meeting certain requirements related to the participation of Disadvantaged Business Enterprises (DBE) when the agency contracts for goods and services. NCTPA has adopted annual DBE goals.

12 Safe Routes to Schools (SRTS) SRTS funding in the amount of $315,000 has been secured from Caltrans to expand the countywide Safe Routes to School (SRTS) program run by the Napa County Office of Education.

13 Bus Stop Amenities NCTPA installed new bus shelters and related passenger amenities in Yountville, Calistoga and St Helena.

14 Yountville Bike Trail NCTPA participated in the opening of the newly constructed Yountville Bike Trail, the trail is along Highway 29 through the town of Yountville.

15 Yountville Trolley NCTPA secured State and Federal funds in the amount of $154,179 for the Yountville Trolley. The Yountville Trolley replaced the Yountville Shuttle and has become a staple to the riders.

16 NCTPA Marketing Campaign 2010/2011 Significant multi-media marketing campaigns were launched promoting the VINE 29 Commuter Express and new American Canyon transit services.

17 Napa Transit Study NCTPA has initiated a transit study in the City of Napa to evaluate existing transit services, identify travel patterns and assess future needs.

18 VINE 29 Commuter Express NCTPA created a commuter express service to BART. Route 29 operates express service, with limited stops in each city, on weekends during AM and PM commute hours. Service operates between Calistoga and the Baylink Ferry in Vallejo, with connections also available with Express Bus Routes 78 & 80 which connect to BART.

19 Regional Housing Needs Assessment (RHNA) NCTPA successfully formed a 6 member sub- region in order to more effectively engage in the State mandated Regional Housing Needs Assessment (RHNA) process.

20 Highway 29 Study NCTPA is seeking a transportation planning grant to pay for a study of the HWY 29 corridor between Napa and Vallejo. The cost of the study has been estimated at $300,000.
